Un avantage potentiellement décisif : les cartels d'exportation comme source de pouvoir pour les nations faibles. Cet article défend l'idée que les cartels peuvent être une source de pouvoir pour ces nations petites et faibles. Cet aspect a été souvent esquissé dans les débats publics courants au sujet des cartels, qui tendent à se focaliser sur leurs effets négatifs. En particulier, nous examinerons ici les cartels d'exportation, qui, dans la plupart des pays, se trouvent exclus du champ d'investigation des lois sur la concurrence, mais qui ont reçu, depuis la fin des années 1980, une masse croissante de critiques. Toutefois, ainsi qu'un certain nombre d'auteurs l'ont noté, les résultats empiriques disponibles ou les effets et les activités actuelles des cartels d'exportation sont vraiment limités. Cet article élargit nos connaissances en étudiant un pays, la Finlande, où ces institutions ont joué un rôle exceptionnellement important. Les associations finnoises d'exportation aidèrent les petits (voire insignifiants) producteurs du pays à devenir des acteurs effectifs sur les marchés mondiaux, et assurèrent la promotion du développement économique et technique dans leur propre pays. This article argues that cartels can in certain circumstances be a source of power for the small and weak nations, and that this aspect has often been overlooked in current public discussions about cartels, which tend to emphasize their negative effects. In particular, we will look at export cartels, which, in most countries, are exempted from the scope of tough competition laws, but which have since the end of the 1980s received an increasing amount of criticism. Yet, as several writers have noted, the available empirical evidence on the actual effects and activities of export cartels is very limited. This article expands our knowledge by analyzing one country, Finland, where these institutions played an exceptionally important role. The Finnish export associations helped the country's small and insignificant producers become significant players in world markets, and promoted economic and technical development in their home country.
