Guyton de Morveau s'engagea activement dans les événements révolutionnaires dès l'automne 1789 : président du Club patriotique, candidat malheureux à l'élection municipale de Dijon, commandant des volontaires artilleurs, commissaire à la formation du département de la Côte-d'Or, il en devint le procureur général syndic le 10 mai 1790. Pour beaucoup cependant, il était avant tout un chimiste célèbre, connu et reconnu bien au-delà des limites de la Bourgogne. Dans quelle mesure cette notoriété servit-elle l'action d'un personnage au profil si peu ordinaire et eut-elle une influence sur la manière dont il s'appropria une fonction qui restait encore à inventer ?
Durant seize mois, Guyton s'attacha à mettre en place la nouvelle administration départementale et ses différents bureaux, et à relayer localement les décisions nationales. Il eut à gérer une délicate transition avec les anciennes administrations (les États de Bourgogne, l'intendance), à apaiser les tensions entre les différentes institutions du département et même parfois à intervenir sur le terrain pour régler des conflits. Guyton de Morveau was actively involved in Revolutionary events from the Autumn of 1789 : president of the patriotic club, unsuccessful candidate in the municipal elections in Dijon, commander of artillery volunteers, commissioner for the formation of the department of the Côte-d'Or for which he would become the procureur général syndic on May 10, 1790. Yet for many, he was above all a famous chemist known and recognized beyond the region of Burgundy. To what degree did this celebrity facilitate the actions of this anything but ordinary personage, and did it have an influence on the way he used a post that still remained largely undefined. During sixteen months, Guyton labored to implement a new departmental administration and its different bureaux, and to communicate national decisions locally. He had to manage a delicate transition between former administrations (the États de Bourgogne, l'intendance) to appease tensions between different institutions of the department, and even at times to intervene in this field to settle conflicts.
