Cet article examine la singularité de la «politique culturelle» française en explicitant les différentes caractéristiques qui font de la création du ministère des Affaires culturelles par André Malraux une rupture fondatrice. Il analyse l'une de ses caractéristiques : la philosophie de l'action culturelle ou de «l'Etat esthétique», indissociablement politique et esthétique, qui a orienté les initiatives du nouveau ministère. Cette philosophie fait de l'Etat le promoteur d'un nouveau rapport entre les œuvres et le public. Fondée sur le rejet de l'éducation et la sublimation de l'engagement politique, la «politique culturelle» fut érigée en équivalent fonctionnel, dans l'action publique et administrative, de la figure de l'intellectuel français. Philosophy of the aesthetic State.
Philippe Urfalino. [20-35].
This article examines some basic speciricities of French «cultural policy». It distinguishes the various characteristics that, in the creation and the design by André Malraux, of the ministry of Cultural affairs, provoke a basic rupture with important consequences on what was to follow. The author subsequently analyses one of these characteristics : the philosophy of «cultural action» or of the «aesthethic State» which gave a certain orientation to the initiatives of the new ministry. According to this philosophy, it is the mission of the State to promote new relations between arts and the public. Based on the refusai of educating the public at large and the sublimation of political engagement, thus is created «cultural policy» as the fonctionnal equivalent, in the policy sphere, of the image of the French intellectual.
