Résumé Le 28 pluviôse an VIII (17 février 1800), le Consulat promulgue une nouvelle loi concernant l'administration locale de la France. En conséquence, chaque communauté rurale dispose à nouveau d'un maire. Selon la loi, les maires sont à la fois les représentants des communes et les agents de l'État. Ils jouent le rôle de charnière entre le pouvoir central et les communes. Néanmoins, les historiens n'ont pas jusqu'à présent pas apprécié à leur juste valeur les maires de cette époque. Qui sont-ils ? Comment ont-ils réagi face aux demandes de l'autorité supérieure ? Inversement, comment celle-ci a-t-elle fait face aux problèmes des maires ? Pour répondre à ces questions, nous traiterons le cas des Hautes-Pyrénées où prend racine la culture politique qui déroge à la logique de l'État-Nation, puis nous chercherons à déterminer qu'elle a été la relation politique construite entre le pouvoir central et les communes dans la phase de l'intégration nationale.

Résumé anglais On February 17, 1800, the Consulate promulgated a new law of local administration in France, the law of 28 pluviose an VIII. From then on, each rural community was again to have a mayor. According to this law, the mayors were at once representatives of their communes and agents of the State. They played a vital role between the central power and the communes. Yet historians have still not appreciated the actual value of the mayors of this period. Who were they ? How did they react to the demands of superior authorities ? Conversely, how did the superior authorities respond to the problems of the mayors ? To answer these questions, we will examine the case of the Hautes-Pyrénées where the political culture took hold according to the logic of the Nation State. We will try to determine the political relationship between the central power and the communes in the phase of national integration.
