| Résumé |
Cet article aborde la question de la configuration sociotechnique des projets de développement et de l'importance de son analyse dans les modalités de succès ou d'échec de ces projets en contexte multiculturel. Le propos est élargi à l'ensemble du spectre des opérations d'influence, dont les opérations civilo-militaires, qui demandent toutes une grande capacité de gestion de l'incertitude. En définitive, on perçoit que l'échec ou le succès de projets complexes à destination de populations identifiées comme objectifs stratégiques résultent d'un même processus de constitution de réseaux, où facteurs humains et outils techniques interagissent de manière plus ou moins coordonnée sur le terrain, indépendamment, pour partie, des choix initiaux qui ont pu être faits au niveau institutionnel. En définitive, nous essayons de montrer que la reconnaissance de ces réseaux sociotechniques, inclus dans un système d'action, peut avoir une valeur en termes d'aide à la décision. This article tackles the question of the socio-technical system of development projects and the importance of analyzing this system in determining the conditions of success or failure of these projects in a multicultural context. This approach is extended to the full spectrum of soft-power operations, including civilian-military operations, which each require major capabilities for managing uncertainty. In the final analysis, we can see that the failure or success of complex projects addressing populations identified as strategic target groups results from the same process of establishing networks in which human factors interact with technical tools in a more or less coordinated way in the field, partly independently of the initial choices that may have been made at institutional level. In conclusion, we attempt to show that the recognition of these socio-technical networks, when included in a system of action, can be a valuable aid to decision-making.
