Dans un contexte de réorganisations politico-administratives, Pôle emploi a été créé en 2008 par la fusion des Assedic et de l'ANPE, respectivement chargées de l'indemnisation des chômeurs et de leur placement. Fondé sur deux enquêtes ethnographiques, cet article analyse les enjeux de la mise en œuvre d'une telle réorganisation, par-delà les mots d'ordre réformateurs initiaux. Il montre comment la fusion reconfigure les groupes professionnels, du double point du vue des pratiques de travail et des rapports hiérarchiques associés. La fusion complexifie le travail des agents de terrain, qui doivent assumer l'orientation coercitive de la réforme. Mais, certains groupes de cadres y voient une opportunité professionnelle : en promouvant leur conception managériale de la rationalisation bureaucratique, ils reconquièrent des marges de pouvoir institutionnel. In a context of politico-administrative reorganisations, “Pôle emploi” was created in 2008 by merging “Assedic” and “ANPE”, which were respectively responsible for compensating the unemployed and placing them in employment. Based on two ethnographic surveys, this article analyses the issues at stake in the implementation of such a reorganisation, beyond the initial reformist watchwords. It shows how the merger reconfigures professional groups, from the dual point of view of work practices and the hierarchical relationships associated with them. The merger makes the work of street-level bureaucrats more complex, as they have to deal with the coercive orientation of the reform. But some groups of managers even see this as a professional opportunity : by promoting their managerial vision of bureaucratic rationalisation, they regain the margins of institutional power.
