Après avoir obtenu une réduction de 76 % du taux annuel de déforestation grâce à des politiques command and control, indépendamment du
recours aux instruments de marché, le gouvernement brésilien élabore
une stratégie nationale de REDD + qui s'appuie sur la réforme de son code
forestier. Cet article traite de l'affirmation de la souveraineté du Brésil sur
ses ressources forestières à travers une critique de la portée des marchés
du carbone comme outils de conservation. Malgré des tensions avec les
États fédérés, les références au REDD, loin d'affaiblir le pouvoir de l'État

After having achieved a 76 % decrease in the annual deforestation rate
thanks to command and control policies without resorting to market
instruments, the Brazilian government is elaborating a national REDD+
strategy which relies on the reform of its Forest Code. This article deals
with the affirmation of Brazil's sovereignty over its forest resources through
its criticism of the impact of carbon markets as tools for conservation. In
spite of tensions with the states, referring to REDD has reinforced the
federal government's administrative actions and regulations, rather than
