      Les révolutions du monde arabe constituent une surprise qui renvoie à l'effondrement du bloc communiste mais s'en distingue radicalement du point de vue de la spécificité des trajectoires nationales des pays arabes. Cela ne peut laisser indifférent l'Europe et notamment la France qui doit reconsidérer son rôle dans la région et ses dispositifs de coopération (Union pour la Méditerranée et Dialogue 5+5). L'Europe peut contribuer à consolider les acquis de ce printemps arabe qui suppose des changements profonds dans la gouvernance interne des pays concernés ainsi que dans leur rapports, notamment au sein de l'UMA.

      The revolutions in the Arab World has been a surprise more or less similar to the Soviet collapse but differ radically due to the national specificities of Arab countries. This situation cannot be ignored by European Union and mainly France. This country has to reconsider its role in the region and its cooperation tools (Union for the Mediterranean, 5+5 Dialogue). European Union may contribute to consolidate the acquis from the Arab spring. This approach supposes to introduce deep changes in the indoor governance in each country concerned as well as their mutual relations including AMU.

      Les assassinats et prises d'otages d'Al-Qaïda au Maghreb islamique (AQMI) mettent en évidence de façon brutale la présence d'un groupe terroriste sinon puissant du moins persistant dans l'espace Maghreb-Sahel. Ce groupe n'est pas né spontanément. Il est le fruit de recompositions successives de l'islamisme radical dans cette zone géographique. La mondialisation et la désorganisation du monde post-soviétique ont favorisé l'émergence de l'islamisme radical comme alternative politique tant aux dictatures en place qu'aux modèles occidentaux : glocalisation, fluidité, rhizome, recomposition permanente et communication instantanée en créent la nouveauté sociologique. Cet article cherche à analyser AQMI dans la perspective de la dimension globale du réseau initial pré-2001 et de replacer ce groupe et les conséquences de son action dans les conditions géopolitiques de la situation maghrébine et sahélienne du moment.
      From Al-Qaeda to AQIM, from Global Threat to Local Threats
      Al-Qaeda in Islamic Maghreb (AQIM) murders and kidnappings stress roughly upon the presence of a resilient and may be powerful terrorist group in the Maghreb-Sahel territory. This group woke up not spontaneously. It the result of successive rebirth of the radical islam in this zone. Both globalization and disorganization of the post-Soviet world favored the rising up of radical Islam as a political alternative as well to the local authoritarian regimes as the western models : glocalisation, fluidity, rhizome, continuous recombining and instantaneous communication are the constitutive sociological patterns of this new object. This paper aims to analyze AQIM front to the global dimension of the initial pre-2001 network and to determine the group and the consequences of its action in the geopolitical conditions in the present Maghreb and Sahel region.

      En janvier 2007, le GSPC algérien annonçait son allégeance à Al-Qaïda sous le nom d'AQMI. De 2007 à 2009, l'AQMI a multiplié les attentats-suicide et les prises d'otages selon le modus operandi d'Al-Qaïda centrale. En utilisant le modèle des organisations complexes de Richard Scott, nous démontrons, par une analyse comparative des piliers cognitif, normatif et régulatif d'Al-Qaïda avec ceux d'AQMI, que cette dernière a échoué dans sa tentative d'intégrer Al-Qaïda. Ainsi, malgré son nom, l'AQMI reste essentiellement une organisation algérienne, Al-Qaïda ne lui servant que de label.
      AQIM, Subsidiary of Al-Qaeda or Algerian Organization?
      In January 2007, the Algerian SGPC announced its allegiance to Al-Qaeda under the name of AQIM. From 2007 to 2009, AQIM launched a campaign of suicide bombings and hostage takings, following Al-Qaeda's modus operandi. In using Richard Scott model of complex organizations, we show, through a comparative analysis of Al-Qaeda cognitive, normative and regulative pillars with those of AQIM, that AQIM failed in its attempt to merge with Al-Qaeda. Indeed, despite its name, AQIM is still mainly an Algerian organization, just using Al-Qaeda as a label.

      Le souffle révolutionnaire qui parcourt le monde arabe a surpris tout le monde, y compris la mouvance islamiste radicale et les organisations terroristes. Au Maghreb, la chute du régime de Ben Ali et les réformes au Maroc ont d'abord déstabilisé AQMI qui s'est trouvée marginalisée par rapport aux manifestations populaires, avant que la chute inéluctable du colonel Kadhafi ne galvanise les combattants convaincus que la solution face aux régimes dictatoriaux passe par les armes. En Algérie, le mois de ramadan 2011 a été le plus meurtrier depuis la création d'AQMI en 2006. Jamais l'organisation de Droukdal n'a mené autant d'attentats-suicide en un laps de temps aussi court. Le « printemps arabe » constitue indéniablement un tournant car l'avenir de l'organisation terroriste dépend intégralement de son issue. Cet article propose un état des lieux de l'organisation à l'heure de ce grand chamboulement sociopolitique et stratégique.
      Al-Qaeda in Islamic Maghreb: the Turning Point of Arab Revolutions
      The revolutionary spirit which has run through the Arab world is surprising everyone, including the radical Islamists and the terrorist organizations. In the Maghreb, the fall of the Ben Ali regime and the reforms made in Morocco had first destabilized AQIM – which has actually been marginalized in regards to these popular demonstrations. However, after the fall of Colonel Qaddafi AQIM fighters were galvanized believing that the solution to the dictatorial regimes lied in armed strength. In Algeria, the 2011 Ramadan proved to be the deadliest month since the 2006 creation of AQIM. Never before had Droukdal's organization led so many suicide attacks in such a short time. The “Arab spring” is clearly a turning point because the future of the terrorist organization depends entirely on its outcome. This article proposes an inventory of the organization during the time of this great geopolitical and strategical upheaval.

      Les « révoltes arabes » ne sont homogènes ni dans les aspirations qu'elles dévoilent ni dans leurs devenirs. Au Maghreb, plus particulièrement, cette hétérogénéité justifierait de la part des Européens, dans la perspective de défendre des intérêts partagés, un regard objectif et différencié qui permette l'émergence d'un partenariat différent des propositions antérieures, réellement adapté aux nouveaux choix de société, quand ceux-ci s'expriment dans le cadre d'un État de droit.
      Impact of Arab Revolutions in the Maghreb
      The “Arab springs” are neither coherent in the ambitions they reveal nor in their evolutions. Specifically in the Maghreb, this heterogeneity would provide an objective and distinguished assessment allowing the emergence of a different cooperation of the prior proposals, from Europeans concerned by the defense of shared interests. This cooperation will have to really fit the new choices of society when they are expressed within the scope of a legitimate State.

      Dans les pays du sud et de l'est de la Méditerranée, le sous-équipement et l'efficacité territoriale sous optimale placent l'aménagement du territoire devant un redoutable dilemme entre efficacité économique et équité régionale réclamée par le printemps arabe. Marquée par une puissante tradition d'étatisme et de centralisation, la gouvernance des territoires commence à s'améliorer, ce qui pourrait avoir un rôle important dans la modernisation de la gouvernance générale de ces pays.
      Governance and Territories in the Arab Mediterranean Countries
      Territories of South and East Mediterranean countries are under-developed and under-promoted. The regional planning can hardly find a good balance between economical efficiency and the spatial equity demanded by the Arab spring. Territorial governance there is influenced by a strong tradition of state control and centralization, but it is improving nowadays. This could foster the modernization of these countries' governance as a whole.

      Le monde arabo-musulman a été longtemps confronté à la question du despotisme – que ce soit en interne avec des justifications culturelles et religieuses ou en externe où les observateurs politiques avaient fini par admettre une forme de prédestination. Or, le problème de la liberté et des droits fondamentaux ne s'est réellement posé que dans le cadre de l'État moderne et il concerne essentiellement les mutations des rapports entre l'État et la société. Ces rapports mettent en équation la place et le rôle qui reviennent à l'individu dans cette configuration d'État/société et supposent un processus d'institutionnalisation qui s'opère également dans le monde arabe.
      Cultural Characteristic and Legally Constituted State
      For a long while the Muslim/Arab World tackled the question of despotism, whatever inside the societies where cultural and religious justifications were opposed than outside where political observers finally assumed a form of predestination. Nevertheless, the problem of freedom and human rights only appears in the framework of the modern State and stresses essentially with the mutations of the relationship between State and society. This relationship settle the place and role let to the individual person in this configuration and suppose an institutionalization process which is also existing in the Arab World.

      China and Middle East after the Arab Spring
      China has been, for the past few years, more involved in the Middle East, both economically and politically. The recent political changes in this region have been carefully analyzed in Beijing, but at the same time have generated a diplomatic offensive, notably in the countries that faced regime changes. Oscillating between caution and opportunism, the Chinese Middle-eastern policy has been revealed during the Arab spring.
