    La globalisation commerciale participe au déplacement du centre de gravité du monde avec la montée en puissance des économies émergentes asiatiques et, dans une moindre mesure, de celles d'Amérique latine. Le monde d'aujourd'hui n'est plus celui d'hier. Sur de nombreux points, ce qui hier était inimaginable, se réalise aujourd'hui : le Nord ne peut plus dominer le Sud de la même manière qu'auparavant. Mais le Sud, lui-même, est profondément hétérogène : les pays les moins avancés, les pays émergents asiatiques et les pays émergents latino-américains sont très différents et leurs influences respectives ne sont pas semblables. Les pays émergents latino-américains subissent l'influence croissante de celle d'Asie au même titre qu'elles ont subi hier celle des économies avancées.
    Latin America, Asia : A commercial globalisation coming with maps redistribution
    Trade globalization participated in the movement of the centre of gravity of the world with the rise of the emerging economies of Asia and to a lesser extent those of Latin America. The world today is more that of yesterday. On many points, which yesterday were unimaginable, materializes today: the North can no longer dominate the South in the same way as before. But the South, himself, is deeply heterogeneous: the least developed countries, the emerging Asian and Latin American emerging countries are very different and their respective influences are not similar. Latin-American emergent countries are subject to the increasing influence of those of Asia on the same basis that they underwent yesterday that of the advanced economies.

    Après un bref rappel sur les évolutions en ce qui concerne la hausse observée du poids de l'État dans l'économie, l'article traite des points relatifs aux transformations opérées sur la scène financière dans les années 2000. Les transferts nets d'épargne entre les argentins et le reste du monde ont significativement évolué, tout comme les circuits de financement internes. Bien que la tendance des résidents à utiliser le dollar comme support d'épargne demeure une source de fragilité, la réduction de l'endettement externe des années 2000 permet d'envisager un avenir économique moins dépendant des va-et-vient de la conjoncture financière internationale.
    Finance and growth in Argentina of the 2000s
    The structure of the Argentine economy has witnessed significant transformations in the wake of a new expansion cycle following the violent crisis of 2001. After recalling the main aspects of the well-known increase of the weight of the public sector in the economy, the article discusses the transformations of the financial scene in the 2000s. Net transfers of savings between Argentina and the rest of the world have shifted as well as the circuits of finance at an internal level. Notwithstanding the fragility arising from the use of the dollar for savings purposes at the domestic level, the reduction of external leverage allows us to foresee an economic future less dependent on swings in globalised finance.

    Seconde agglomération du Brésil et cœur d'un système métropolitain de 11,5 millions d'habitants, Rio de Janeiro souffre d'une offre de transport public déficiente. Pourtant d'autres métropoles brésiliennes ont su surmonter leurs difficultés et sont même devenues des références internationales à l'instar de Curitiba. Aussi, les raisons doivent être recherchées dans un contexte local, où l'incurie politique a depuis 20 ans tenu en échec toutes les tentatives de réorganisation. Partant de cette situation difficile, le pouvoir municipal entend se saisir de l'opportunité de l'organisation de deux grands événements pour relancer une planification ambitieuse des transports : la Coupe du monde de football (2014) et les Jeux olympiques (2016).

    Brazil and heart of a metropolitan system of 11,5 million inhabitants, Rio de Janeiro suffers from a deficient offer of public transport. Nevertheless, other Brazilian metropolises know how to overcome their problems and even become international references following the example of Curitiba. The reasons can be found in a local context, where the political carelessness held in check, for 20 years, all the attempts of reorganization. By the diffcult situation, the municipal power intends to seize the opportunity of organizing two major events to boost an ambitious planning of transports: the Football World Cup (2014) and the Olympics (2016).

    L'auteur commente dans cet essai la situation politique mexicaine des 12 dernières années et le retour annoncé du PRI à la présidence en 2012. Le narcotrafic n'est qu'un symptôme d'une déliquescence plus profonde de la société politique. Dans une société rongée par la corruption et un système politique caractérisé par l'intolérance et l'impossibilité du consensus, le PRI s'est transformé : d'excroissance bureaucratique du système politique, il est devenu un véritable parti politique capable de gagner des élections dans un système pluraliste. Mais le PRI est loin d'être un parti démocratique.
    The mexican hydra: the return of the PRI. The author discusses in this essay the Mexican political situation of the last twelve years and the foretold electoral victory of the PRI in 2012. Drug trafficking is only a symptom of the deeper decomposition of political society. In a society riddled with corruption and a political system characterized by intolerance and lack of consensus, the PRI has become a real political party capable of winning elections in a pluralist system. But the PRI is far from being a democratic party.

    En 2006, le nouveau président bolivien, Evo Morales, s'est présenté comme étant le porteur d'une nouveauté radicale : celle du retour des Indiens aux affaires politiques, après des siècles de colonisation. Six ans plus tard, alors que sa popularité a chuté, et que son image s'est ternie, il est opportun de s'interroger sur ce qui a réellement changé sous son mandat. Deux facteurs, que nous étudierons dans cet article, induisent et rendent possible une politique à la fois clientéliste et autoritaire. Et pour l'heure, en dépit de fortes perturbations sociales, cette politique permet au gouvernement de durer.
    Bolivia during Evo Morales's Presidency : continuance and breakdown
    In 2006, the new president of Bolivia, Evo Morales, presented himself as the incarnation of a radical novelty: the return of Indians in the public affairs after centuries of colonization. Six years later, as his popularity had decreased and his image had been stained, we might wonder what really changed under his term of office. Two factors, that we will study in this article, caused and made possible an authoritarian and clientelist policy. Now, despite strong social tensions, this policy allows the government to resist.

    Cet article se penche sur les réseaux transnationaux et les actions collectives menées par les anciens étudiants de l'université centrale de Caracas, qui furent expulsés du Venezuela en 1929 et que l'historiographie désigne comme la « Génération de 1928 ». Utilisant la méthodologie de l'analyse des réseaux sociaux afin d'examiner les caractéristiques sociopolitiques du réseau égocentré de Rómulo Betancourt, ce travail met en lumière les différentes caractéristiques de l'internationalisation des activités de ces exilés vénézuéliens. Il examine notamment les rivalités existantes pour le contrôle de la résistance contre la dictature de Juan Vicente Gómez.
    The traditional networks of the “Generation de 1928” (1928-1935)This article concerns the transnational networks and the collective actions led by the former students of the Central university of Caracas, who were expelled from Venezuela in 1929 and whom the historiography appoints as the “Generation of 1928”. Using the methodology of the social networks analysis to explore the sociopolitical properties of Rómulo Betancourt ego network, this work brings to light various characteristics of the internationalization of the activities of these Venezuelan exiles. It examines in particular the existing rivalries for the control of the resistance against the dictatorship of Juan Vicente Gómez.

    En analysant les images et les discours produits par le cinéma latino-américain à partir de la seconde moitié du XXe siècle, cet article porte une réflexion sur la catégorie sociale des enfants des rues et les représentations collectives qui leur sont attachées. On prendra pour matériau quatre films de renommée internationale réalisés au Mexique, au Brésil et en Colombie. Le cinéma contribue à l'élaboration de cette catégorie, puisqu'elle diffuse à grande échelle les images et les angoisses qui nourrissent l'imaginaire collectif.
    Street children on the screen: a social urban category trough the cinema
    The purpose of this article is to question the social category of street children and its collective representations, through the study of the images and discourses produced by Latin American movies, since the second half of the XX century. We will focus our analysis on four movies, Brazilian, Mexican and Colombian productions, which have also been distributed in other countries. For the clichés they provide, distributed on a large scale, not only translate into images the tendencies and anxieties of a society but also feed its collective imaginary.
