    J. Novicow (1849-1912) est un penseur pacifiste et fédéraliste quelque peu oublié. Contempteur virulent du darwinisme social, son œuvre s'attaque à la guerre de manière générale, systématique et rationnelle. Sociologue de formation, sa pensée est très fortement inspirée par Kant, le positivisme comtien et le libéralisme. Identifiant le concept de souveraineté comme le mal principal, il estime que son éradication par l'établissement d'une fédération est l'unique solution pour établir une paix viable. Son pacifisme et son internationalisme l'amènent par ailleurs à un certain rapprochement avec les socialistes.
    A perpetual peace project − federalism and pacifism by Jacques Novicow
    The sociologist J. Novicow (1849-1912) was a pacifist and federalist thinker somewhat forgotten today. Despising Social Darwinism, his work criticized war in a systematic and rational way. His thought was inspired by Kant, Liberalism, and the positivism of Comte. By targeting sovereignty as the main problem, he thought that eradicating it –i.e. establishing a federation– was the only solution to build viable peace. His pacifism and internationalism connected him to a number of Socialists.

    En 1919, l'Alliance coopérative internationale fait part à Albert Thomas, directeur général du Bureau international du travail, de son désir de voir l'Organisation internationale du travail (OIT) comprendre des représentants des organisations coopératives de chaque pays, au même titre, que les États et les syndicats ouvriers et patronaux. À peine l'OIT est-elle créée et son tripartisme célébré comme une innovation majeure qu'ils sont donc remis en cause. Cet article examine les conditions de l'éviction du mouvement coopératif de l'OIT, la revendication du mouvement coopératif international pour une « représentation directe et séparée » au sein de l'organisation ainsi que la mise en place de dispositifs, entre 1919 et 1948, qui aboutissent à créer une relation consultative entre lui et l'OIT avant l'obtention du statut consultatif proprement dit.
    Trade unions vs cooperatives? The international labour organization and the representation of civil society actors. Through the intermediary of Albert Thomas, the General Director of the International Labour Office, the International Cooperative Alliance expressed the desire in 1919 to see the International Labour Organization include representatives of national cooperative organizations. The ILO was barely set up and tripartism celebrated as a major innovation when they were already challenged. This article analyzes the conditions under which the cooperative movement was evicted from the ILO, and the simultaneous claim of the international cooperative movement for a « direct and separate representation » within the ILO. It looks at the setting up of various mechanisms from 1919 until 1948 which resulted in the establishment of a consultative relationship between the cooperative movement and the ILO, before the creation and the granting of the actual consultative status to the international cooperative movement.

    Comment les diplomates français appréhendaient-il la notion d'opinion publique dans l'entre-deux-guerres ? La notion leur était évidemment familière, en pratique, après l'expérience de la guerre, mais ils ne l'ont guère théorisée. S'il est possible de comprendre comment les diplomates se la représentaient grâce à la définition fonctionnelle qui ressort de l'emploi de l'expression « opinion publique », il est frappant de constater qu'il n'existait pas de réflexion sur sa nature et peu d'outils pour l'appréhender. À vrai dire, l'effort de connaître l'opinion domestique, réduit à l'exercice de la revue de presse, mobilisait beaucoup moins d'énergie que la volonté de la modeler. En bonne logique, cet exercice passait par le contrôle de la presse.
    French diplomacy and the making of public opinion during interwar period
    How did French diplomats comprehend the notion of public opinion in the interwar period? They were familiar with the concept of a « public opinion » after the experience of the war, but they hardly theorized it. If it remains possible to understand how diplomats dealt with the notion, it is striking to notice that there was no reflection on the nature and few tools to understand it beyond the ordering of press reviews. Indeed, the desire to know what domestic opinion was outside press reviews, mobilized much less energy than the will to model it.

    De la fin de la guerre d'Éthiopie en mai 1936 jusqu'à l'automne 1938, les relations franco-italiennes, qui s'étaient largement améliorées après les accords de Rome de janvier 1935, se dégradent. Les choix diplomatiques du Front populaire, la non-reconnaissance par la France du nouvel Empire d'Italie, la guerre d'Espagne et le rapprochement italo-allemand rendent les conversations officielles de plus en plus rares tandis que les crises internationales qui se multiplient accroissent les divergences. Le thème de la « latinité », longtemps utilisé dans les deux pays pour légitimer une entente, ne séduit plus. Grâce aux efforts des organisations favorables à une réconciliation, le contact n'est jamais rompu mais la hantise de la rupture est bien présente durant une période où la destruction de l'amitié franco-italienne favorise le basculement des alliances.

Franco-Italian relations from 1936 to 1938Between the ending of the Ital-Ethiopian War in May 1936 and the autumn of 1938, Franco-Italian relations, which had greatly improved after the Rome agreements of January 1935, deteriorated. The diplomatic choices of the Popular Front, France's refusal to recognise the newly created Italian Empire, the Spanish Civil War and the German-Italian rapprochement made official talks increasingly rare. At the same time, the growing number of international crises increased differences. The concept of a shared « latin identity », used for a long time by both countries to justify an alliance, was no longer appealing. Thanks to the efforts of organisations in favour of reconciliation between the two countries, contact was never broken off. However the obsessive fear of a breakdown in relations remained ever-present during a period when the collapse of the Franco-Italian friendship favoured a change in alliances.

    Dans un contexte international très défavorable, la France, qui n'a pas reconnu la République populaire de Chine, ne dispose pas, en outre, de cadre économique ou financier global pour ses échanges avec cet État. Afin d'y remédier, une délégation est envoyée à Pékin par le patronat français, au début de 1956. Dirigée par Henri Rochereau, elle est la première mission commerciale en Chine communiste à disposer du soutien, officieux, du Gouvernement français. L'article s'intéresse à la préparation, au déroulement et aux résultats de cette mission, dont le mérite, au-delà de ses résultats proprement commerciaux, est d'aboutir à la signature d'accords de paiements et à la mise en place de nouvelles règles commerciales avec la RPC.
    A French employers' delegation in communist China during the Cold War − the economic Rochereau mission of 1956In a tense international context, France, which did not recognize the People's Republic of China, had no global economic or financial frame for its exchanges with this State. In order to improve commercial exchanges, a delegation was sent to Beijing by French employers early in 1956. Managed by Henri Rochereau, it was the first commercial mission in communist China having the unofficial support of the French government. This article focuses on the preparation, the progress and the results of this mission, the merit of which, beyond its strictly commercial profits, was to lead to the signature of financial and trade agreements and to the implementation of new commercial rules with the RPC.

    Sans chercher l'imprimatur des dirigeants américains, François Mitterrand tenta de dédramatiser les conséquences d'une participation de ministres communistes au sein d'un éventuel gouvernement d'Union de la gauche. À Paris, il bénéficia d'une ambassade américaine globalement progressiste prompte à voir en lui l'artisan du déclin du PCF. À Washington, en revanche, l'arrivée possible des communistes au pouvoir dans un pays d'Europe de l'Ouest était source d'inquiétude. Pour atténuer l'hostilité de l'exécutif américain, notamment sous Nixon et Ford, Mitterrand se contenta d'initiatives individuelles spontanées de dirigeants socialistes qui, lors de séjours aux États-Unis, s'efforcèrent de minimiser le pouvoir de nuisance du PC. Sous Carter, les socialistes entretinrent des relations chaleureuses avec certaines figures clés de l'administration. Si leur action n'eut pas d'effets immédiats, ils s'avérèrent fructueux in fine.
    « I am more cautious than de Gaulle. » François Mitterrand and the American diplomacy, 1972-1981While Mitterrand did not seek Washington's imprimatur per se, he tried to convince American diplomats that Communist participation in the French government would not endanger Western security interests. This article argues that this proved relatively easy in Paris where the US embassy was mostly staffed by liberal Foreign Service officers who saw Mitterrand as the CP's grave digger. In Washington, however, the executive was most concerned about Communist participation in a West European government and was thus hostile towards Mitterrand's Union of the Left. In order to allay those fears, Mitterrand relied on individual initiatives by fellow Socialists traveling to the US who, without instructions from him, attempted to convince their American contacts of the CP's harmlessness. Under President Carter, the Socialists could count on pro-Socialist Party administration officials. Though such contacts had few short-term consequences, they eventually « paid off. »
  • Aux origines de la diplomatie européenne : Les Neuf et la Coopération politique européenne de 1973 à 1980 - Maria G?inar p. 91-105 accès libre avec résumé avec résumé en anglais
    La mise en place de la Coopération politique européenne (CPE) dans les années 1970 permet de franchir une étape importante vers l'union politique qui est considérée depuis toujours comme l'objectif final de l'intégration européenne. La CPE se fonde sur les deux rapports Davignon, adoptés en 1970 et en 1973. Elle concerne le domaine souverain de la politique étrangère et elle s'appuie sur un mécanisme de nature intergouvernementale. La CPE se fait donc avec les États membres des Communautés européennes, mais en dehors du cadre communautaire. Plusieurs facteurs marquent son évolution entre 1973 et 1980. D'abord les acteurs, et en premier lieu, les neuf pays impliqués. Comme les acteurs étatiques jouent un rôle déterminant, il faut avoir à l'esprit les différences qui existent à l'origine entre les politiques étrangères des Neuf, mais aussi entre leurs traditions et leurs cultures politiques. Les cadres dans lesquels la CPE évolue ont également une influence importante, en particulier le processus de la construction européenne et l'échiquier international dominé par les États-Unis et l'Union soviétique. C'est en prenant en compte ces éléments que la Coopération politique est analysée au temps des Neuf dans son fonctionnement et sa capacité tant à affirmer le rôle de l'Europe dans le monde, notamment par le biais de la déclaration sur l'identité européenne, qu'à faire entendre la voix des Neuf sur différentes questions internationales comme la CSCE ou le Proche-Orient.
    The origins of European diplomacy − The nine and the European political cooperation, 1973-1980The establishment of the European Political Cooperation (EPC) in the 1970s was an important step towards political union, which has always been considered as the ultimate aim of European integration. The two Davignon reports, adopted in 1970 and 1973, served as the basis for the EPC which dealt with the sovereign domain of foreign policy, and used an intergovernmental mechanism. The EPC therefore took place between the member states of the European Communities, but outside the Community context. The development of the EPC was affected by several factors between 1973 and 1980: primarily by the actors, and in particular the nine countries involved in the EPC. Since State actors played a decisive role, there is a need to bear in mind the differences which originally existed between the Nine, in terms of their foreign policy, and also their political traditions and cultures. The different contexts in which the EPC evolved also had a significant impact on it; in particular the process of European construction and the world stage dominated by the United States and the Soviet Union. By taking these points into consideration, the article analyses Political Cooperation at the time of the Nine, in terms of its functioning as well as ability to assert Europe's role in the world notably through the declaration on European identity. The EPC also conveyed the Nine's messages on international issues, such as the CSCE and the Middle East.

    La fin des années 1960 et le début des années 1970 voient s'affronter en Occident deux modèles de détente Est-Ouest. Tandis que les États-Unis privilégient une détente militaire visant à négocier avec Moscou des mesures de limitation des armements, la France entend favoriser la détente politique, économique et culturelle, seul moyen selon elle de faciliter le dépassement de l'ordre bipolaire. La conférence sur la sécurité et la coopération en Europe est, pour le président Georges Pompidou, une excellente occasion de mettre en application les préceptes gaulliens de « détente, entente, coopération » et ainsi de travailler à la réunification de l'Europe tout en luttant contre le « condominium soviéto-américain ». Si Washington se désintéresse dans un premier temps de la CSCE, les événements des années 1973-1974 finissent par persuader Henry Kissinger que les États-Unis peuvent eux aussi tirer profit du processus d'Helsinki.
    One continent, two views. France, the United States and the Helsinki process
    Two models of East-West detente dominated the West during the late 1960s and the early 1970s. While the United States gave priority to a military détente and negotiated measures of arms limitation with Moscow, France favoured political, economic and cultural détente, as Paris thought it was the only way to facilitate the overcoming of the bipolar order. According to President Georges Pompidou, the Conference on Security and Cooperation in Europe was a good opportunity to implement Gaullist principles of « détente, entente, cooperation » and to work on European reunification by fighting the US–USSR hegemony. Whereas Washington was at first not interested in the CSCE, the events of 1973-1974 convinced Henry Kissinger that the United States could also benefit from the Helsinki process.
  • L'ambiguïté de l'identité japonaise en relations internationales et la montée en puissance de la Chine : la fin du pacifisme constitutionnel ? - Éric Boulanger p. 125-142 accès libre avec résumé avec résumé en anglais
    Depuis la Restauration de Meiji (1868), l'identité du Japon en relations internationales est frappée du sceau de l'ambiguïté. Celle-ci tire son origine de la connexion difficile de deux visions du monde, l'une occidentale et l'autre japonaise. Les oligarques de Meiji ont choisi la modernité en conservant un système d'autorité traditionnel. Pour comprendre le système international de leur époque, ils ont utilisé un schéma cognitif qui s'inspirait de la structure de pouvoir du bakufu (gouvernement militaire) d'Edo qui a donné naissance à une longue « paix kantienne ». Ce texte reprend ce schéma cognitif qui a profondément influencé la pensée politique nipponne pour en faire une analogie à caractère historique en mesure de nous éclairer sur l'ambiguïté identitaire du Japon en relations internationales, de Meiji à aujourd'hui, alors qu'il doit repenser son pacifisme constitutionnel pour affronter la puissante montante de la Chine.
    The ambiguous identity of Japan in international relations: the end of Pacific constitutionalism?
    Since the Meiji Restoration (1868), Japan's identity in international relations has been steeped in ambiguity. This ambiguous identity has its origin in the difficult connection of two worlds: the West and the Orient. The Meiji oligarchs chose modernity but kept Japan's traditional system of authority. To understand the international system of their time, they relied on a cognitive scheme based on the power structure of the Edo bakufu (military government) that gave birth to a long « Kantian peace ». This article uses this cognitive scheme that has profoundly influenced Japan's political thought to transform it into an historical analogy capable to enlighten us on Japan's ambiguous identity in international relations, from Meiji until today. Japan has now to rethink its pacific constitutionalism in the face of the rising power of China.

    La République islamique est-elle un État idéologique, une démocratie islamique ou une dictature classique ? La dimension heuristique de ce débat réside dans une meilleure compréhension du fonctionnement politique de la République islamique. Ainsi, les critères choisis pour définir le système politique de la République islamique ont une incidence sur l'analyse du fonctionnement politique de la République islamique. Il faut donc mettre en perspective les différentes conceptualisations politiques proposées par les chercheurs tant celles-ci sont contradictoires. Enfin, il convient de noter que les événements postérieurs à l'élection présidentielle contestée de juin 2009 limitent l'intérêt des analyses soulignant l'importance de la dimension « élective » ou « républicaine » au sein de l'édifice institutionnel de la théocratie islamique.
    Debating the political nature of the Islamic Republic of Iran
    Is the Islamic Republic of Iran an ideological state, an Islamic democracy or a classic dictatorship? The heuristic dimension of the debate regarding the nature of the Islamic Republic has to be found in a better understanding of the decision-making process inside the regime. In other words, the choice of the criterion to define the political system of the Islamic Republic affects our analysis of its political functioning. It is therefore important to shed light on the diverging political classifications of the Islamic Republic as defined by scholars specialized in Iranian studies. Finally, this article challenges the relevancy of analyses underlining the « elective » or « republican » dimensions in the complex web of institutions of an Islamic theocracy.
