    Du jour où Napoléon III a restauré le trône impérial de France, le gouvernement belge n'a plus pu regarder sans inquiétudes les remous provoqués par les velléités annexionnistes de son turbulent voisin. Le traité de Turin est à cet égard un moment clé : l'annexion de Nice et de la Savoie ranime l'ambition séculaire de la politique étrangère française, le rêve quasi mythique des frontières naturelles. Si les autorités belges craignent une manœuvre similaire pour s'emparer de la Belgique, le traité de Turin a aussi eu un impact fondamental dans le développement du sentiment national belge. C'est précisément cette « sécuritisation » du sentiment national dans la politique étrangère belge que cet article se propose d'aborder.
    Reactions in Belgium to the Treaty of Turin of 1860 – Security Issues and Patriotic Effervescence
    When Napoleon III restored the imperial throne of France, the Belgian Government could not help but worry about the disturbances caused by the annexationist ambitions of its turbulent neighbor. The Treaty of Turin is in this respect a key moment in history – for the annexation of Nice and Savoy triggered the revival of the age-old ambition of French foreign policy, i.e. the near mythical dream of natural boundaries. If the Belgian authorities feared a similar maneuver to seize Belgium, the Treaty of Turin also had a fundamental impact on the Belgian national sentiment. This article aims at analyzing precisely the securitization of the national sentiment in Belgian foreign policy.

    L'étude du parcours personnel de Charles Tissot s'insère dans le renouveau des biographies en histoire des relations internationales. Sa trajectoire est intéressante dans la mesure où sa carrière exhaustive au service du Quai d'Orsay se double d'une intense activité de recherche archéologique, reconnue et louée, pour son plus grand plaisir, par ses pairs. Outre ses rapports officiels et ses publications scientifiques, Charles Tissot a entretenu une abondante correspondance familiale et amicale qu'il a léguée à l'archéologue Salomon Reinach. Ses papiers personnels nous permettent dès lors d'aller au-delà de l'étude linéaire de son parcours et de se pencher sur la culture et les pratiques d'un savant et diplomate, avant tout enfant de son siècle.
    The Itinerary of a Nineteenth-Century Man: the Diplomat and Archaeologist Charles Tissot (1828-1884)
    Writing on the life of Charles Tissot fits into the revival of biographies in the history of international relations. His professional activities followed two different paths. As a diplomat, he served the French ministry of Foreign Affairs during his whole career. But he was also well known by his contemporaries as an archaeologist. In addition to his official reports and scientific publications, Charles Tissot wrote many letters to his family and friends which he bequeathed to the French archaeologist Salomon Reinach. His personal papers allow us to go beyond a classic study of his life. It gives us the chance to better understand the culture and the practices of a diplomat and scholar, who was first and foremost a man of the nineteenth century.
  • Une diplomatie charitable ? Léon XIII, la France et les soldats italiens prisonniers en Éthiopie (1896) - Giovanni Cavagnini p. 37-52 accès libre avec résumé avec résumé en anglais
    Cet article se focalise sur la démarche pontificale entreprise au lendemain de la bataille d'Adoua (1896) pour libérer les presque 2 000 soldats italiens capturés par les Éthiopiens. Avec le soutien de la France, Léon XIII chargea Mgr Cyrille Macaire, vicaire patriarcal des coptes d'Alexandrie, d'aller à Addis Abeba et de convaincre le Négus Ménélik, ce qui devait avoir un immense écho, aidant à détendre les relations entre le Royaume d'Italie et le Saint-Siège. Les problèmes logistiques et l'hostilité de l'Italie causèrent l'échec de la mission pontificale, qui mit pourtant en lumière la volonté de Léon XIII de retrouver le prestige perdu après la fin de son pouvoir temporel, en jouant le rôle de médiateur « charitable » entre les Puissances.
    This article focuses on the papal mission that took place after the battle of Adowa (1896) which set free the near 2,000 Italian soldiers captured by the Ethiopians. Supported by France, Leo XIII asked Monsignor Cyrille Macaire, vicar general for the Copts of Alexandria, to go to Addis Ababa and try to convince King Menelik. The mission was initially intended to have a great impact, helping to improve the relations between the Kingdom of Italy and the Holy See. However the logistical problems and the Italian government's hostility caused the mission to fail, but the attempt nevertheless shed light on Leo XIII's will to regain some of his prestige lost after the ending of his temporal power. He thus played the role of the “charitable” mediator between the Powers.
  • Un Fachoda en mer d'Oman à la veille de l'Entente cordiale ? L'affaire du dépôt de charbon (1898-1899) - Guillemette Crouzet p. 53-68 accès libre avec résumé avec résumé en anglais
    Le retour de la France à Oman et dans l'océan Indien à la fin du XIXe siècle fut une source de tensions importantes entre Paris, Londres et le gouvernement des Indes britanniques. Cet article met en lumière un épisode qui mit à mal, loin de l'Europe, les négociations entre la France et la Grande-Bretagne : l'affaire du dépôt de charbon, qui faillit conduire à un nouveau Fachoda en mer d'Oman. Réglée aux dépens de la France, cette affaire illustre l'importance acquise par Oman et le golfe Persique à l'âge du nouvel impérialisme et la marge d'action des Indes, alors à la tête d'un Empire qui s'étendait de l'Afrique de l'Est à la mer de Chine.
    A Fachoda Incident in the Sea of Oman on the Eve of the Entente Cordiale? The Coaling Station Affair (1898-1899)
    France's comeback in Oman and in the Indian Ocean at the end of the nineteenth century was a source of tensions between Paris, London and British India. This article focuses on the “coaling station affair”, which disrupted, far from Europe, the negotiations for the signature of the Entente Cordiale between France and Britain and almost led to a new Fachoda Incident in the Sea of Oman. Although France was unable to assert her authority in Oman, the coaling station affair demonstrates the strategic importance acquired by Oman and the Persian Gulf during the age of “new imperialism”. It also shows the effective independence of the Government of India, which on the eve of World War One administered an Empire stretching from East Africa to the South China Seas.
  • Woodrow Wilson, Charles R. Crane et la Révolution de février 1917. Le rêve d'une diplomatie évangélique - Zacharie Leclair p. 69-86 accès libre avec résumé avec résumé en anglais
    Après la Révolution de février 1917, alors que les États-Unis viennent d'entrer en guerre avec l'objectif avoué de réformer les relations entre les peuples et que le front russe s'anéantit, il devient impératif pour les Américains de soutenir le gouvernement provisoire contre les forces réclamant un armistice. Inspiré par un de ses proches amis, un philanthrope du nom de Charles R. Crane, le président Woodrow Wilson envoie une délégation diplomatique chargée de convaincre les Russes de poursuivre la guerre. Or, parmi elle se trouvent plus que des diplomates. Des représentants des cercles missionnaires, incluant Crane, donnent à cette tournée un aspect méconnu qui révèle un des traits essentiels du wilsonisme : sa dimension chrétienne et humanitaire comme pierre d'assise d'un nouvel ordre mondial.
    Woodrow Wilson, Charles R. Charles and the 1917 February Revolution in Russia. Imagining an Evangelical Diplomatic Order
    In the wake of the February Revolution in Russia, as America prepared to join the Allied war effort in an avowed attempt to reshape World politics, the Russian front was collapsing. It thus became vital for the United States to uphold the Provisional government against domestic forces crying for an armistice. President Woodrow Wilson, assisted by his close friend and philanthropist Charles R. Crane, thus sent a diplomatic commission to Russia, hoping to prevent the signing of a separate peace with Germany. Yet there were more than diplomats in this commission. Some men involved in Protestant missions, inclu¬ding Crane, were appointed as commissioners, thus revealing a fundamental albeit unacknowledged facet of Wilsonianism – its Christian and humanitarian basis for a new world order.
  • La Société des Nations et la force internationale à Vilna (1920-1921) : un projet précurseur pour le maintien de la paix ? - Pierre-Etienne Bourneuf p. 87-102 accès libre avec résumé avec résumé en anglais
    En octobre 1920, afin de régler le différend territorial entre la Pologne et la Lituanie, la Société des Nations (SDN) adopta une résolution prévoyant la création d'une force internationale pour assurer le déroulement d'un plébiscite dans la région de Vilna. C'était la première fois que des contingents militaires de différents pays devaient être déployés sous l'égide d'une organisation internationale pour stabiliser une région en conflit. Quand, pour des raisons politiques, l'initiative fut abandonnée en mars 1921, les mesures préparatoires étaient très avancées. Comment le projet a-t-il pris forme ? Quels ont été les défis politiques et techniques auxquels la SDN fut confrontée ? En examinant les facteurs qui ont marqué l'élaboration de la force internationale pour Vilna, cet article montre le rôle précurseur de la SDN dans le domaine du maintien de la paix.
    Pioneering Peacekeeping: The League of Nations and the Project of an International Force in Vilna (1920-1921)
    In October 1920, the League of Nations (LON) adopted a resolution authorizing the creation of an international force to hold a plebiscite in the contested region of Vilna. The objective was to settle the territorial dispute between Poland and Lithuania. It was the first attempt to stabilize a regional crisis by deploying troops from different countries under the auspices of an international organization. The initiative was abandoned for political reasons in March 1921. However, at that moment the project was practically ready. How did it emerge? Which political and technical challenges did the LON face? This article retraces the elaboration of the international force project for Vilna. It examines the factors that influenced the decision-making process and shows the pioneering activity of the LON in the field of peacekeeping.
  • Face à Berlin. L'ambassade de France en Allemagne. Expérience singulière d'une diplomatie en terrain hostile (1871-1933) - Marion Aballéa p. 103-116 accès libre avec résumé avec résumé en anglais
    De 1871 au tournant des années 1930, l'ambassade de France à Berlin hébergea successivement les représentants du vaincu chez son vainqueur, puis du vainqueur chez son vaincu. Ces hommes furent immergés dans un environnement marqué par le poids des affrontements et des rancœurs réciproques. Ils trouvèrent dans la capitale du Reich un terrain où le rappel d'une histoire douloureuse, la difficulté du dialogue, la confrontation avec la population berlinoise, pesaient sur la mise en œuvre de leurs missions comme sur le quotidien de leur vie personnelle. Inaugurant l'ère d'une diplomatie en terrain hostile, leur expérience éclaire tant la relation franco-allemande que la pratique du métier de diplomate dans cette période troublée.
    Facing Berlin. The French Embassy in Germany as an Experience of Residence Diplomacy on Hostile Ground (1871-1933)
    The French diplomats sent to serve at the Berlin Embassy between 1871 and 1930 experienced a very singular kind of residence diplomacy. Representing France, successively as a defeated and then a victorious power, in a country that had been perceived in the previous sixty years as its main enemy, they had to face the resentment, the hostility and the anger of the German authorities, as well as of the Berlin bourgeoisie and of the rest of the Berliners. Their practice of diplomacy was challenged on a daily basis by obstacles resulting from this hostile background; their way of coping with difficulties in both their professional and their personal life sheds light non only on the French-German relationship, but also on what it meant to be a diplomat in those troubled times.
  • L'action cinématographique française en Roumanie de 1945 à la Guerre froide - Aurélia Vasile p. 117-136 accès libre avec résumé avec résumé en anglais
    La présence cinématographique française en Roumanie après la Seconde Guerre mondiale repose principalement sur les actions marchandes de sociétés privées (maisons de location, sociétés de distributions, etc.), mais à la différence de la période d'avant-guerre, la machine diplomatique française se met marche pour soutenir par des interventions ponctuelles un film, une société, en faisant l'interface entre les différents partenaires publics et privés, français et roumains. L'objectif principal des Français est de maintenir la présence culturelle en Roumanie, mais il se heurte à la forte résistance et hostilité des autorités roumaines épaulées par les Soviétiques qui, dans le contexte de Guerre froide et de formation des blocs idéologiques, érigent des barrières à l'importation des films occidentaux. Cet article analyse les actions et les stratégies entreprises par la diplomatie française pour préserver le film français sur les écrans roumains et saisit les réactions roumaines à travers la politique des importations ou les règles de censure.
    French Cinematographic Action in Romania from 1945 to the Cold War
    The presence of French films in Romania after the Second World War was mainly the result of the trading activities of private companies (distribution companies, rental houses, etc.). Unlike during the pre-war period, the French diplomatic machine intervened then more often in favor of a movie or a company. It played the intermediary between the various actors, both public and private, as well as between French and Rumanian partners. The main objective of the French diplomacy was to maintain the cultural presence in Romania, but it came up against the strong resistance and the hostility of the Rumanian authorities supported by the Soviets who, in the context of the Cold War and of the ideological blocks, set up obstacles for the import of western movies. This article analyzes the actions and the strategies of French diplomats to protect French movies on Romanian screens and captures some of the Romanian reactions through the import policy or the censorship rules.

    Cet article met en lumière et explique le tournant de 1955 dans l'évolution des rapports migratoires entre les États de l'Europe d'après-guerre. L'étude remet en cause les conclusions des travaux précédents, en identifiant cette rupture et les forces sous-jacentes. Ce travail s'appuie sur les documents des organisations internationales associées à ces épisodes : l'Organisation européenne de coopération économique, le Conseil de l'Europe, la Communauté européenne du charbon et de l'acier et la Communauté économique européenne. Il se fonde également sur les archives des gouvernements français et surtout ouest-allemand. Alors que les travaux précédents avaient mis en avant le rôle de la stratégie italienne, cet article décrit et place au cœur de ce changement la stratégie du gouvernement allemand, liée au contexte de la Guerre froide.
    The 1955 Watershed in the Formation of the European Migration Regime
    This article highlights and explains the turn of 1955 in the chan¬ging interaction pattern among the States of post-war Europe in the migratory field. This study calls into question the findings of previous works, by identifying this turn and its underlying forces. It is based on the documents of international organizations involved in these episodes – namely the Organisation for European Economic Cooperation, the Council of Europe, the European Coal and Steel Community and the European Economic Community. This article also relies on the archives of the French and West German governments. While previous studies had highlighted the role of Italian strategy, this article explains the change primarily by describing the policy of the German government in relation to the context of the Cold War.
