    Avec la constitution de la ville diffuse, les espaces naturels ne sont plus situés à l'extérieur de la ville mais dans les interstices créés par la juxtaposition de formes urbaines différentes. Cette situation nouvelle oblige à assumer la maintenance d'espaces naturels, alors que l'on pensait auparavant que leur reproduction dépendait de phénomènes biologiques spontanés. Cet impératif conduit à inventer de nouvelles façons de penser les rapports entre la ville et la nature. Il nous oblige à rompre avec les conceptions du mouvement moderne et à renouer avec une tradition qui, dès le XIXe siècle, parlait de système des parcs et jardins.
    Edge cities and green spaces. With the emergence of what has been coined the « edge-city », urban green spaces are no longer located out of town, but instead are found in wedges created by the juxtaposition of various structures and shapes of the urban fabric within this area. Whereas in the past it was believed that these green areas were self-sufficient and that their renewal was related to spontaneous biological phenomena, the rise of the edge-city has clearly highlighted the need for maintenance. This new paradigm has thus led to new ways of thinking about relationships between cities and nature in the wider sense. Most importantly, it highlights the need to come to terms with the modernist conception of architecture and urban planning and to move towards methods of management which are based on « systems » or « networks » of green spaces within a city — a concept that was used as early as the nineteenth century.
  • La construction contemporaine de la ville-campagne en Europe / The modern construction of a « country town » in Europe - Pierre Donadieu, André Fleury p. 19-29 accès libre avec résumé avec résumé en anglais
    Cet article traite du rôle de l'agriculture, considérée au sens le plus large, dans le projet de la ville-campagne, où l'agriculture est une composante de « la nature ». La première partie décrit le changement de statut social de l'aire périurbaine, et la manière dont les documents d'urbanisme ont progressivement inséré l'espace de l'agriculture en lui attribuant des fonctions inédites (paysage) ou renouvelées (proximité). La seconde analyse les nouvelles attentes des citadins du point de vue de la relation, marchande ou non avec l'espace et les produits agricoles ; elle montre le développement d'une autre agriculture où le produit physique n'a qu'une place limitée face aux services. Ces derniers relèvent aussi d'une agriculture produisant pour le plaisir, notamment du jardinage aux multiples implications sociales. La dernière partie indique comment l'agriculture classique des grands marchés, qui tient à être considérée avec un statut d'activité économique, peut jouer un rôle plus reconnu en termes de territoire et de paysage, solution possible aujourd'hui car elle gère mieux son impact environnemental et la qualité de ses produits. Elle peut alors s'insérer dans le développement local, ce qui pourrait clarifier ses rapports avec l'action publique.
    The modem construction of a « country town » in Europe. This paper deals with the role of agriculture, in the broad sense of the word, in a « country town » project, where agriculture is an integral component of nature. The first part describes the change in social status of the peri-urban area. For a long time, this area was devoted to carrying out useful, essential urban tasks (from a urban point of view), but was often dirty and ugly and, for this reason, an unpleasant environment in which to live. The peri-urban area was also movable, gradually being pushed further from the centre under the influence of urban spreading. More recently, however, the area has provided a more pleasant environment, where new inhabitants seek to maintain countryside amenities. Indeed, urban planning has endorsed this conception by creating green belts and by including agriculture as an integral element of natural spaces, with special properties (nearness, landscape attraction). The second part of the paper analyzes the expectations of urban residents, and discusses the role of the peri-urban area as a market for the delivery of rural goods, services and amenities. A new type of agriculture is emerging, the aims of which are to provide and promote pleasure (farming as a hobby, gardening), social integration (community gardens), heritage, symbolic values, and so on. This is the product of both private and public initiatives, and the landscape constitutes an integral part. The last part considers how agriculture can adapt to these new circumstances while maintaining its customary role. Even though farmers continue farming in peri-urban areas, they do not produce for the local market, because of modern commodity chains, but for the global market. However, by improving its environmental impact and the quality of its products, agriculture is now perceived more favourably by the local population. Agriculture may thus become a partner in local development, not because of its products but more by virtue of its landscape qualities.

    Depuis le milieu des années 1950, une triple mutation économique, démographique et culturelle a bouleversé les rapports des agriculteurs à la ville. D'une part, la seconde révolution agricole liée à la motorisation de l'agriculture, bouleverse les relations internes et externes à l'agriculture. La crise agricole, depuis le milieu des années 1980, a favorisé le développement d'un nouveau métier, l'exploitant rural, en relation directe avec le marché et les urbains. D'autre part, le flux migratoire positif vers les espaces ruraux, depuis 1975, entraîne une profonde recomposition sociale liée à l'arrivée d'urbains à la campagnes. Enfin le bouleversement du socle culturel alimente une grande diversité des rapports aux lieux et aux temporalités, entre les agriculteurs et avec les autres habitants. Après avoir pointé les principales caractéristiques de cette nouvelle donne, nous étudions les principales évolutions des modèles explicatifs qui structurent les recherches des géographes depuis les années 1950. Nous insistons particulièrement sur les termes du débat, qui s'est déroulé entre 1985 et 1995, entre deux façons d'aborder les mutations socio-spatiales des espaces ruraux dans leurs rapports à la ville. Quelques entretiens exploratoires révèlent que les agriculteurs, qui multiplient les occasions de pratiquer différents lieux de la ville, continuent d'avoir des représentations très clivées de la ville et de la campagne, nous invitant à développer une nouvelle approche géographique, ayant comme point de départ, l'itinéraire social et spatial des agriculteurs, résidant dans cinq à six types d'espaces ruraux.
    The farmer, rurality, and the geographer. Toward a socio-geographic study of farmers. Since the mid-fifties, major economic, demographic and cultural changes have radically influenced farmer-town relationships. On one hand, the second agricultural revolution resulting from mechanization has had a big effect on internal and external agricultural relations. The agricultural crisis since the mid-eighties has favoured the development of a new profession, that of the rural manager, in close contact with both the market and urban dwellers. On the other hand, since 1975 positive migratory flows to rural areas have brought about profound social changes linked with the arrival of former urbanités. Finally, changes in the cultural fabric have resulted in many different attitudes to place and temporality, particularly between farmers and the other inhabitants. After identifying the principal characteristics of this phenomenon, the paper studies the main developments in the explanatory models which have structured geographical research since the mid-fifties. Particular attention is paid to the terms of the discussion which took place between 1985 and 1995, concerning the two ways of examining the social and spatial changes occurring in rural/town relationships. Interviews reveal that farmers who experience increasingly different places in town, continue to have split images of town and country. This encourages us to develop a new geographical approach to such studies by considering, as a starting point, the social and spatial itinerary of farmers who live in five or six types of rural space.
  • L'agriculture urbaine en Tunisie : espace relictuel ou nouvelle composante territoriale ? Le cas du Grand Tunis / Urban agriculture in Tunisia : residual space or a new territorial component ? The case of Greater Tunis - Moez Bouraoui p. 43-54 accès libre avec résumé avec résumé en anglais
    L'éclatement de l'enveloppe urbaine de la plus grande agglomération tunisienne, le Grand Tunis, se traduit actuellement par un phénomène de migration des exploitations agricoles du centre vers la périphérie. Ces exploitations se rapprochent ainsi progressivement d'une situation de rupture avec les modes de production du territoire urbain. Sous l'effet de cette rupture, la cohérence interne de l'assise agricole se dégrade de plus en plus et son avenir, si un programme de planification urbaine alternative permettant son insertion dans un nouveau système de production territoriale ne se met pas en place, deviendra hasardeux. A travers l'étude du cas tunisois, le présent article expose une analyse sur l'état actuel de l'agriculture et des agriculteurs urbains en relation avec l'accroissement du phénomène périurbain en Tunisie et met l'accent sur l'intérêt que porte aujourd'hui la société locale sur le milieu rural/agricole qui l'entoure.
    Urban agriculture in Tunisia: residual space or a new territorial component ? The case of Greater Tunis. The spread of the urban area of the largest Tunisian agglomeration, that of Greater Tunis, is currently reflected in the migration of farms from the centre towards more peripheral locations. This development has served to quicken agricultures break with the different modes of production within the urban territory. Under the effects of this break, the internal coherence of the agricultural area has degenerated considerably, and if no alternative urban development plan is put forward allowing for a new system of regional production, the area's future will become increasingly uncertain. Based on the case study in Tunisia, the present article analyses the current state of both agriculture and urban farmers in relation to increasing peri-urbanisation, and underlines the importance that local society today attaches to the rural and agricultural environment surrounding it.

    La présente réflexion interroge les fondements du choix résidentiel périurbain et les représentations qui le portent. Certes, la quête de la nature est traditionnelle chez les citadins, toutefois, elle s'était toujours traduite sous des formes d'installation temporaire à la campagne (résidence secondaire, roulotte, gîte rural, etc.) qui généralement ne remettaient pas en cause l'ancrage urbain de cette population. Si, à un moment donné, certains citadins ont fait le choix du périurbain, les acteurs institutionnels et privés se sont alors emparés de ce désir de paysage pour l'associer à l'imagerie portée par l'habitat pavillonnaire et en faire un modèle dominant. Dès lors, le choix résidentiel s'est rétréci pour de larges couches de la population dont la demande est canalisée vers une offre devenue dominante : le pavillon à la campagne. Les actions des acteurs institutionnels et privés participent ainsi à une translation territoriale vers la campagne de modèles urbains, devenus antagoniques avec les principes du modèle désiré par les habitants.
    Periurban housing: choice or dominant model ? This paper questions the reasons for periurban residential choice and the associated underlying representations. The quest for nature has long been common among city dwellers, leading them to temporarily set up home in the countryside (secondary residence, farm holidays...) while generally maintaining their base and ties within the urban area. If, at a certain date, certain city dwellers chose to settle in periurban sites, institutional and private sector actors appropriated this desire to be closer to nature and associated it with a certain type of suburban housing, making it a dominant model. The choice of residence then became considerably reduced for large portions of the population who were channeled towards a dominant offer: the house in the suburbs. Institutional and private actors have thus participated in the spread of urban housing models to the countryside. Unfortunately, the models are increasingly at odds with the models sought by the residents.

    Qu'appelle-t-on « espaces intermédiaires » ? Tel est le questionnement central et l'objet de cette contribution. Les dynamiques socio-spatiales des espaces urbains et des espaces ruraux ont souvent été prépondérantes pour expliciter l'ensemble des dynamiques spatiales, selon un modèle dominant centre-périphérie. De cette conception binaire, émergent des espaces « encadrant » (les pôles urbains et leur couronne périurbaine), ainsi que des espaces périphériques. Entre deux, apparaît une nouvelle catégorie spatiale, plus difficile à caractériser : les espaces intermédiaires. Ces espaces sont à considérer dans une configuration de « marqueterie territoriale » dépassant le modèle centre-périphérie, et dans une acception d'espaces à enjeux, d'innovations, de dynamiques spécifiques. Ces dynamiques peuvent être mises en perspective et précisées, via une approche par les représentations, sous l'angle privilégié de la place et du rôle que tient l'agriculture.
    Intermediate spaces, a hybrid form : a town in the countryside, or countryside in the town ? This paper addresses the notion of intermediate spaces. Spatial dynamics have long been explained largely by urban and rural socio-spatial dynamics, in accordance with the centre/periphery model. This explanation implies the existence of two, well-defined categories : on the one hand, urban centres and their immediate surroundings and, on the other, spaces devoted to nature conservation. This paper throws light on the existence of a « new » category of space : intermediate space, the characteristics of which have still to be defined. The geographical configuration of such spaces can be described as a « territorial patchwork », while from a political viewpoint, they are characterised by conflicting issues, innovation and specific dynamics. An analysis of local stakeholders' representations of these spaces (e.g. regarding the weight and role of agriculture) provides further insight into this notion.

    En s'interrogeant sur les enjeux réels de la protection des espaces naturels sensibles dans les périphéries métropolitaines, cette réflexion construite à partir d'un programme de recherche-action conduit dans le cadre d'INTERREG III-B explore aussi bien l'idée de nature, telle qu'elle anime des politiques publiques dans la plupart des grandes régions urbaines, que l'idée d'un tiers espace, comme proposition de reconceptualisation du phénomène périurbain. Cette exploration amène à remettre la question de la nature à sa place : au cœur de la quête d'identité territoriale des espaces metropolises qui sont mi-ville, mi-campagne, ni ville, ni campagne.
    The peri-urban area : Nature's third space: By reflecting on the what is really at stake in the protection of sensitive natural areas on the peripheries of metropolitan zones, this article, based on a programme of research and action undertaken within the framework of INTERREG III-B, examines not only the idea of nature, as construed in the public policies of most major urban regions, but also that of a « third space » as a way of reconceptualising the peri-urban phenomenon. The analysis leads us to suggest putting Nature back in its rightful place : at the heart of the search for regional identity in « metropolised » areas which are half town and half country, yet neither town nor country.

    L'agriculture est une activité économique de faible poids dans la région urbaine grenobloise caractérisée par un fort développement technologique ; elle tient pourtant une place essentielle dans le schéma directeur voté en 2000. Pour comprendre le rôle joué par l'agriculture périurbaine dans l'élaboration du projet d'aménagement de la région urbaine, il convient de préciser les différentes fonctions qui lui sont reconnues et d'analyser la diversité des modes de prise en considération de l'agriculture dans l'élaboration de projets de territoires, au niveau communal et intercommunal. L'agriculture est un enjeu fort des politiques périurbaines d'aménagement, mobilisant élus locaux, aménageurs et certains représentants de l'agriculture.
    Agriculture versus economic development : an unequal fight or a question of new policies for the peri-urban area. From an economic point of view, agriculture is an activity of relatively minor importance in the Grenoble urban region, a region above all renowned for its strong technological development. However, in the regions master plan approved in 2000, farming occupies an essential position. To understand the role of peri-urban agriculture in the preparation of the development plan for the urban region, it is important to specify the different functions that have been assigned to it and to analyse the diverse ways that agriculture has been taken into account in the preparation of regional plans at both the communal and inter- communal level. Agriculture is a key issue in peri-urban planning policies, involving local government officials, planners, and representatives of the farming community.

    Dans la tradition urbanistique, les espaces agricoles sont souvent désignés comme autant de réserves foncières disponibles. A contrario, le parti pris de notre approche a consisté à montrer, à partir de deux expériences considérées comme emblématiques, celle de la région urbaine grenobloise et celle de Rennes Métropole, la place originale jouée par l'agriculture dans l'émergence de dynamiques territoriales urbaines transcendant les frontières communales. La fonction de régulation implicitement ou explicitement dévolue à cette activité au sein de territoires en émergence y a bousculé les jeux politiques traditionnels. Les acteurs, qui au sein des agglomérations urbaines se sont faits les porte-parole d'une nouvelle conception de l'aménagement, souvent en dépit des frontières institutionnelles, ont tenté de réintroduire l'agriculture dans le débat de la cité en mobilisant des ordres de justification différents. Le principe de limitation de l'urbanisation par la protection d'espaces agricoles participe donc de tentatives de construction d'un nouveau bien commun territorialisé, tout en interrogeant fortement tant les conditions de sa pérennisation que de son extension au sein d'autres agglomérations.
    Agriculture and the city in search of a new common territorialized entity. The examples of metropolitan Rennes and the Grenoble urban region. In the urban tradition, agricultural areas are often seen as a ready supply of available land. Our approach, however, seeks to show the original role played by agriculture in the emergence of urban territorial processes that transcend the borders of communes, by reference to two experiments considered as symbolic : the Grenoble urban region and the Rennes metropolitan area (Rennes Métropole). The regulatory function which is implicitly or explicitly allocated to farming within emerging urban territories has shaken up traditional politics. Local actors within cities and suburbs who have made themselves spokespersons for a new conception of urban development, often with disregard for institutional borders, have tried to reintroduce agriculture in the debate on the city, putting forth new arguments. The principle of urban control through the protection of farming areas is therefore linked with attempts to build a new, common territorialized entity while at the same time examining both the conditions for its perpetuation and its spread within other urban areas.
