  • Le risque avalanche sur le réseau routier alpin français - Frédéric Leone, Albert Colas, Yann Garcin, Nicolas Eckert, Vincent Jomelli, Monique Gherardi accès libre avec résumé
    L'accessibilité routière revêt un caractère particulièrement stratégique pour le maintien des activités économiques, mais également pour les interventions de secours. En montagne, les avalanches représentent une menace particulièrement forte car, outre les victimes et dommages directs qu'elles peuvent causer, elles entraînent très souvent une perte d'accessibilité plus ou moins prolongée à une époque de l'année où les réseaux sont déjà fortement altérés par les fermetures saisonnières. Pourtant ces incidences sont rarement étudiées à l'échelle régionale. Afin d'évaluer la vulnérabilité physique, fonctionnelle et humaine des réseaux routiers, la première étape de notre étude a consisté à géo-référencer et harmoniser au sein d'un SIG les informations provenant des principales bases de données disponibles sur les conséquences des avalanches pour trois départements alpins (Alpes-de-Haute-Provence, Hautes-Alpes, Alpes-Maritimes). Cela a permis d'identifier les impacts avalancheux sur les routes depuis 1937, de dresser la typologie et l'intensité des dommages, et d'évaluer la vulnérabilité fonctionnelle du réseau. Une seconde étape a consisté à produire des indices de risque de dysfonctionnement et d'isolement à l'échelle régionale. Ces indices intègrent les données historiques sur les dommages aux routes et reposent sur des calculs d'accessibilité utilisant la théorie des graphes dans un environnement SIG. Les cartographies produites présentent une valeur ajoutée pour l'aide à la décision en cas de crise et l'analyse spatiale comparative à l'échelle régionale.

    Road accessibility is highly strategic for the maintenance of economic activities but also for the emergency services. In mountains, snow avalanches are a particularly strong threat because, in addition to the victims and direct damage, they cause a loss of accessibility more or less prolonged when the networks are already strongly altered by seasonal closures. Specifically, risk to traffic roads caused by snow avalanches has been very rarely assessed at a regional scale. To assess the physical, human and functional vulnerabilities of road networks in three Alpine departments (Alpes-de-Haute-Provence, Hautes-Alpes, Alpes-Maritimes), the first step of this research was to geo-locate and harmonize within a GIS all information sources about the consequences of avalanches on roads. This allowed identifying the road impacts of avalanches since 1937, to characterize the intensity and typology of damages and to evaluate the functional vulnerability of networks. The second step was to produce simple risk indexes of dysfunction and isolation at this regional scale. These indicators were modeled using the graph theory in a GIS framework, integrating avalanche activity indicators derived from the past activity with the road network. The obtained output maps should facilitate the decision support for crisis management and a comparative spatial analysis at the regional scale.

    The active frequentation of mountain areas has been analysed especially in relation with the territory and the landscape. This paper presents the results of an extensive research project carried out in Northern Italy that investigated the relationship between people and mountain focusing especially on younger generations, and highlights the conditions and the expectations towards mountain hiking in the Alps both in summer and winter. The analysis was carried out by: an overview of existing literature on the subject, with particular reference to Italy; a direct CATI survey on a population sample; a direct survey on a sample of students from high schools; in-depth interviews with guides from the Youth Mountaineering Commissions of Club Alpino Italiano (CAI). The paper will present a reasoned synthesis of the work done, with the aim to bring out the main factors that characterize the relationship between young people and mountain hiking.

    One of the most significant demographic trends in the Alps is the out-migration of young people. Nevertheless, in certain areas, young people are deciding to return to their valley of origin after completing their higher education. Through research in a valley of the Eastern Italian Alps, this paper addresses this complex phenomenon, by analysing the relationships between the education level of young people, their choices to stay, return to, or leave the valley and the reasons behind these choices. Job opportunities, quality of life, and sense of belonging were identified as key factors. The research also considered the necessary policies to minimise brain drain and maximise brain gain.

    L'émigration des jeunes est l'une des évolutions démographiques les plus importantes des Alpes. Néanmoins, dans certaines régions, des jeunes décident de retourner vivre dans leur vallée d'origine après leurs études supérieures. A travers une recherche dans une vallée des Alpes italiennes orientales, cet article fait référence à ce phénomène complexe en analysant les relations entre le niveau d'éducation des jeunes, leur choix de rester, revenir ou quitter la vallée, et les raisons de ces choix. Opportunité de travail, qualité de vie et sens de l'appartenance sont les facteurs clés identifiés. La recherche a également étudié les politiques nécessaires pour minimiser la fuite des cerveaux et maximiser leur retour.   • La gestion paradoxale des ripisylves des cours d'eau de piedmont alpin endigués - André Evette, Caroline Zanetti, Paul Cavaillé, Fanny Dommanget, Patrice Mériaux, Michel Vennetier accès libre avec résumé
    Les rivières de piedmont alpin ont fait l'objet de nombreux travaux d'endiguement et de chenalisation au cours des siècles qui nous précèdent. La gestion actuelle de ces digues conduit souvent à en exclure les ligneux pour des raisons de sécurité. Pourtant la végétation alluviale et les ripisylves jouent un rôle écologique majeur. Ce sont des milieux très riches en biodiversité qui jouent un important rôle de corridor biologique. Il existe donc un paradoxe dans la gestion des digues entre la nécessité sécuritaire d'exclure les ligneux et celle, écologique, de laisser les ouvrages se végétaliser. Des expérimentations menées dans le cadre du Projet Interreg Géni'Alp en piedmont alpin ont permis d'affiner les connaissances à la fois sur les risques induits par les systèmes racinaires des ligneux dans les digues et sur l'impact de l'artificialisation des bords de cours d'eau sur la biodiversité.Cet article a pour objectif d'illustrer ce paradoxe à la lueur des résultats de ces expérimentations. Il présente ainsi les analyses de la taille et de l'extension spatiale des systèmes racinaires d'arbres et arbustes extraits des berges et des digues de deux cours d'eau alpins. Parallèlement il compare les résultats des diversités taxonomiques de la végétation et des coléoptères terrestres, ainsi que la diversité de la macro-faune benthique entre trois types de berges : enrochées, aménagées avec des techniques de génie végétal et ‘naturelles'. A partir de ces éléments, cet article explore les compromis de gestion auxquels doivent faire face les aménageurs de cours d'eau et suggère des propositions d'aménagement pour répondre à ce double enjeu.
  • The paradox when managing the riparian zones of rivers with engineered embankments in The French prealps - André Evette, Caroline Zanetti, Paul Cavaillé, Fanny Dommanget, Patrice Mériaux, Michel Vennetier accès libre avec résumé
    Rivers in the Prealps have undergone considerable embankment and channelization work over recent centuries. The current management of these embankments often excludes woody plants for safety reasons. However, alluvial vegetation and riparian zones can play important ecological roles by providing often very biodiverse environments and acting as biological corridors.There is a paradox when managing these embankments between the security requirement to exclude woody plants and the ecological imperative to add vegetation. Experiments carried out under the Géni'Alp Interreg project in the French and Swiss Prealps have improved our knowledge of both risks to embankments by the root systems of ligneous plants and the impact of creating artificial riverbanks on biodiversity.This article aims to explain this paradox in the light of the results of these experiments. It presents an analysis of the size and spatial extension of the root systems of trees and shrubs extracted from the riverbanks and the embankments of two alpine streams. It also compares the results of findings on the taxonomic diversity of vegetation and ground beetles, as well as the diversity of benthic macrofauna between three types of banks: riprap, bioengineered and ‘natural'. Based on these elements, this paper explores the management tradeoffs faced by river maintenance engineers and offers suggestions on how to meet this dual challenge.

    Organisé en cercles concentriques hiérarchisés, le monde javanais trouve l'une de ses limites en montagne. Domaine du supra-humain (dieux, esprits) autant que de l'infra-humain (animaux et plantes sauvages), ces limites demandent à être abordées avec précaution, par une négociation permanente avec les forces qui y vivent. Cette conception holistique de la place de l'homme dans le monde tend à se voir contestée par un double mouvement puissant en Indonésie depuis une trentaine d'années, mêlant islamisation et modernisation. Ce processus transforme la notion de frontière entre humain et non-humain, tant sur le plan symbolique et intellectuel que sur le plan des pratiques spatiales. Des savoirs et savoir-faire métis semblent désormais dominer dans les diverses couches de la société ; leur confrontation provoque de très concrètes difficultés (aménagement et contrôle des territoires, accès aux ressources locales...), mais elle débouche également sur un renouvellement de la territorialité liée aux marges écouménales que sont la forêt et le cratère.

    The Javanese world is organized in the form of hierarchical concentric circles, with one of its limits being in the mountains. This particular limit is the realm of the supra-human (gods, spirits) as much as the infra-human (animals and wild plants) and should be approached with caution, through continual negotiation with the forces that inhabit the area. This holistic view of humankind's place in the world is increasingly contested, however, by a movement that has been powerful in Indonesia for some thirty years, mixing Islamisation and modernization. The process has modified the notion of border between human and non-human, not only from a symbolic and intellectual point of view but also in terms of spatial practices. A mix of knowledge and know-how seems to dominate all segments of the population, and confrontation between these types of knowledge is causing some very concrete problems concerning, for example, management and control of territories, and access to local resources, but is also leading to a renewal of territoriality linked to the margins of the ecumene, which are the forest and the volcano's crater.
