    Après un siècle de déclin démographique ininterrompu, dans de nombreux secteurs de l'arc alpin on assiste à un changement de tendance qui paraît étonnant surtout dans les Alpes françaises et italiennes où, depuis le milieu du XIXe siècle, le dépeuplement a été particulièrement sensible. Dans une analyse stimulante des mutations sociodémographiques d'une communauté de communes du département de la Drôme, dans les Alpes françaises, Cognard (2006) a suggéré que ce processus de dépeuplement, désastreux à bien des égards, aurait en réalité créé les conditions favorisant des dynamiques opposées de néo-peuplement et de relance économique : des « espaces vides » se sont créés, permettant aux nouveaux habitants de s'insérer d'un point de vue économique et social. Cette idée rappelle de près certaines propositions théoriques récentes, de matrice anthropologique, selon lesquelles la créativité culturelle a besoin d'espace pour s'exprimer ; c'est la raison pour laquelle une culture « dense » – ou une structure sociale forte – ne facilite pas la créativité autant qu'une culture appauvrie (ou une structure sociale faible). Cet essai explore, dans une perspective anthropologique, la possibilité que les Alpes françaises et italiennes, bien que défavorisées par leur fragilité démographique, puissent toutefois profiter, de façon paradoxale, de plus d'espaces de créativité – économique et culturelle – créés par le dépeuplement.

    After a century of unbroken demographic decline there are signs in many sectors of the Alpine crescent of a trend reversal which looks especially surprising in those areas (notably the French and Italian Alps) that had been affected by severe depopulation since the second half of the 19th century. In a stimulating analysis of socio-demographic changes in a French Alpine district, Cognard (2006) surmises that depopulation, however disastrous in many ways, nevertheless paved the way to opposite dynamics of repopulation and economic recovery by leaving “empty spaces” which new inhabitants have been able to fill socially and economically, thus taking advantage of the emptiness created by years of emigration. This insight is closely reminiscent of recent anthropological work which suggests that cultural creativity needs space to express itself and that “thick” culture and strong social structures are less favourable to the blooming of creativity than thin and impoverished cultures and weak social structures. This article explores the possibility that the French and Italian Alps, while disadvantaged by their greater demographic fragility, might on the other hand be paradoxically advantaged by the wider spaces for creativity, economic as well as cultural, left by depopulation.

    Observé dans les Alpes françaises dès les années soixante-dix, le phénomène de nouvelles migrations en montagne s'est propagé dans une grande partie des Alpes orientales. La présente étude s'intéresse à la distribution des nouveaux venus selon leurs différentes figures : « remigrants », résidents secondaires, habitants multi-locaux, « migrants de liaison », « new highlander » ou migrants économiques. Elle inclue aussi l'étude des natifs propriétaires de résidences secondaires qui les occupent de façon prolongée.Les effets de ce processus démographique dans les Alpes orientales peuvent être illustrés par deux exemples frioulans. Le premier, situé dans la région de l'îlot linguistique germanophone de Zahre (Sauris), montre l'influence des nouveaux venus, en majorité des Italiens, sur la population autochtone et sur sa culture. Le second présente un cas particulier de repeuplement et, par conséquent, de maintien de villages alpins, à travers la revitalisation des anciens « villages fantômes » du Frioul oriental.
  • New Highlanders in Traditional Out-migration Areas in the Alps - Roland Löffler, Michael Beismann, Judith Walder, Ernst Steinicke accès libre avec résumé en anglais
    According to the population and migration development on a municipal level in the Alps since the last decades, it has become obvious that the population gain that began in France in the 1980s has been expanding ever since towards the eastern parts of the Alps. In this study we illustrate the distribution of the newcomers in various distinctiveness such as re-migrants, second home owners, multi-dwelling residents, relationship-migrants, new highlanders, working migrants, but also locals who, within their community, stay in their second home over extended periods. The effect of this latest demographic trend in the Eastern Alps is exemplified by two case studies in Friuli: First, in the German speaking language pocket of Sauris (Zahre), the influence of especially Italian newcomers on the autochthonous population and its culture can be observed, besides various social and economic aspects. In addition, in eastern Friuli the ongoing revitalization of ghost towns is examined, which represents an extreme case of repopulation and hence the preservation of Alpine settlement areas.

    Cet article analyse l'intégration sociale et culturelle des travailleurs migrants internationaux dans une zone de montagne, les Hautes-Pyrénées et l'Aran (Pyrénées Catalanes, Espagne). Depuis les deux dernières décennies du XXème siècle, les Pyrénées connaissent des changements sociaux et économiques importants. Jusque-là, les indicateurs démographiques, sociaux et économiques montraient les zones rurales de montagne comme des espaces marginaux caractérisés par une profonde crise économique, une récession démographique considérable et une diminution notable des activités traditionnelles. Néanmoins, les années quatre-vingt-dix marquent une reprise démographique. Cette nouvelle tendance s'explique par un solde migratoire positif, principalement attribuable à la migration internationale de main-d'œuvre. Cet article se concentre sur le processus d'intégration de ces nouveaux immigrants internationaux à travers trois éléments clés de l'intégration sociale et culturelle : les relations sociales avec les populations locales, la participation à la vie locale et l'implication dans les mouvements associatifs. La petite taille des villes et des villages et l'absence d'intimité qui caractérisent cette région montagneuse sont vécues différemment selon les migrants : facilitant pour les uns, freinant pour les autres, leur insertion dans le tissu local.
    This article explores the social and cultural integration of international labour migrants to a mountain area, the High Pyrenees and Aran (Catalan Pyrenees, Spain). Since the last two decades of the 20th century, the Pyrenees has experienced significant social and economic changes. Until then, demographic, social and economic indicators showed mountain rural areas as marginal spaces characterized by deep economic crisis, a significant demographic recession and an important decrease in traditional activities. Nevertheless, from the nineties onwards we observe a demographic recovery in the Pyrenees. This new trend is caused by positive net migration, especially international labour migration. In order to understand some of the impacts of the new arrivals of international immigrants, this article focuses on the process of integration. In so doing we attempt to investigate three key issues in social and cultural integration: social interaction with local people, community participation and membership in associations. The small size of villages and towns and the lack of privacy are characteristic of this mountain area. Some migrants consider this a positive aspect, in the sense that they are less likely to be categorized as the foreigner. Others say that the small size requires more fences, more barriers, and this hampers relationships.

    Les dynamiques migratoires des espaces ruraux et/ou montagnards font l'objet de nombreuses recherches dont les différents appareillages conceptuels et méthodologiques relèvent de (sous)champs scientifiques ou disciplinaires distincts. Se distinguent, entre autres, les entrées par la population, les migrations d'aménités ou encore par la gentrification rurale (Smith, 1998 ; M. Phillips, 1993 ; Bryson et Wyckoff, 2010). C'est à travers le prisme de cette dernière que la contribution proposée vise à lire les dynamiques démographiques, socioculturelles et environnementales à l'œuvre dans la Montagne limousine. Une partie de la littérature anglo-saxonne portant sur la gentrification rurale a permis de souligner le rôle central de l'environnement et/ou de la nature à la fois en tant que représentations et cadre géographique dans les dynamiques migratoires et les processus de recomposition sociale susceptibles de produire une ou des formes de gentrification rurale, ou greentrication. Dans le détail, l'environnement agirait en amont de l'installation des migrants et les accompagnerait tout au long de leur parcours migratoire et résidentiel. Mais en aval de leur implantation, du fait même de leurs caractéristiques de gentrifieurs, c'est-à-dire de nouveaux résidents, acteurs de la gentrification, ces derniers agiraient pour modifier la ou les dimensions environnementales de leur cadre de vie et le faire ainsi tendre vers « l'idéal » qui les avait initialement attirés. En l'espèce, les enquêtes de terrain tendraient à indiquer que si ce cadre général est plutôt pertinent pour la Montagne limousine, il reste néanmoins nécessaire de préciser, d'une part la nature des gentrifieurs, lesquels pourraient éventuellement être qualifiés d'altergentrifieurs, et d'autre part, que leur impact est inégalement significatif au sein du PNR de Millevaches.
  • Migration, environment and rural gentrification in the Limousin mountains - Frédéric Richard, Julien Dellier, Greta Tommasi accès libre avec résumé en anglais
    The migratory dynamics of rural and/or mountainous areas have been the subject of much research, of which the various methodological and conceptual apparatus belong to distinct scientific (sub)-fields or disciplines. They can be distinguished by, for example, input from the population, amenity migration or rural gentrification (Smith, 1998; M. Phillips, 1993; Bryson et Wyckoff, 2010). It is from the latter viewpoint that this contribution aims to look at the demographic, sociocultural and environmental dynamics at work in the Limousin mountains. Some of the Anglo-Saxon literature on rural gentrification has highlighted the central role of the environment and/or nature, both as social construction, i.e. territorial designation and as a geographic framework, in the migratory dynamics and in the processes of social recomposition liable to produce one or more forms of rural gentrification, or greentrification. In more detail, the environment could have an effect in advance of the migrants' settlement and continue to influence them over the entire course of their migration and residence. However, following their implantation, due to their gentrifying traits, i.e. those of new residents and actors of gentrification, may seek to change the environmental characteristics of their surroundings and move towards the ‘ideal' that originally attracted them. In this instance, field surveys would tend to indicate that though this broad framework generally applies to the Limousin mountains, it remains necessary to determine firstly the nature of the gentrifiers, who could possibly be described as “alter-gentrifiers”, and secondly whether their impact is equally significant within the Parc Naturel de Millevaches as a whole.

    Les migrations résidentielles dans les régions de montagne en Suisse se sont modifiées ces vingt dernières années. Elles concernent désormais en partie des individus et des ménages attirés par un cadre de vie jugé supérieur à celui des villes. Cet article s'intéresse aux trajectoires résidentielles de ces habitants, qui les ont amenés à s'installer dans des régions de montagne ou plus rarement à les quitter. Ces habitants appréhendent leur parcours sur la base de catégories géographiques, comme la ville, la campagne et la montagne. Cet article analyse la mobilisation et la caractérisation de cette dernière catégorie – la montagne – dans le récit biographique des habitants de trois communes dites de montagne en Suisse. Cette approche complète et enrichit la question des choix résidentiels par la prise en compte de la perspective de l'habitant dans toute sa complexité.

    Residential migration in the mountainous regions of Switzerland has changed over the past twenty years. Such changes of residence now concern in part individuals and families drawn by a living environment that is deemed superior to that of cities. This article focuses on the residential trajectories of these inhabitants which led them to settle in mountainous regions. These inhabitants view the path that brought them to their current address through the prism of geographic categories like city, countryside, and mountains. The article analyses the mobilisation and characterisation of the latter category, mountains, in the biographic narratives of inhabitants of three small so-called mountain municipalities in Switzerland. The approach both complements and deepens the question of residential choices by also bringing in the inhabitant's perspective in all its complexity.
  • Parcours de migrants et recomposition des sociétés d'accueil - Thierry Amrein accès libre avec résumé
    Nous avons mené en Bas-Valais durant les années 2011 et 2012 une étude de terrain pluridisciplinaire qui avait pour ambition de rendre compte des mécanismes de l'immigration et de l'intégration à un niveau très local et au plus près de l'expérience de nos acteurs et actrices issus de la migration. Le projet comportait un volet anthropologique, sur lequel porte cet article, et une partie historique permettant de mettre en évidence les continuités et ruptures en matière de mouvements migratoires.Cette recherche anthropologique de type essentiellement qualitatif comprenait deux aspects indissociables. D'une part, nous nous sommes interrogés sur ce qui a motivé un nombre croissant de migrantes et migrants à s'installer durant les deux ou trois dernières décennies dans quatorze villages situés dans les vallées de Bagnes et d'Entremont ainsi que dans une commune de la plaine du Rhône, et sur la manière avec laquelle ils sont parvenus à s'inscrire en tant qu'« acteurs sociaux » dans les communautés concernées et à y « faire souche ». D'autre part, notre étude pose en filigrane la question de la perpétuelle recomposition de sociétés montagnardes encore souvent perçues – ou promues – comme des entités plutôt homogènes, authentiques et spécifiques. Autrement dit, notre enquête se situe à l'articulation entre identités individuelles et identités collectives.
  • Migratory trajectory and recomposing of Alpine societies - Thierry Amrein accès libre avec résumé
    In 2011 and 2012, we carried out a multi-disciplinary field study in the lower Valais region. The goal of this study was to account for the immigration and integration mechanisms at a very local level, as close as possible to the experience of our acting participants, who were immigrants. The project comprised an anthropological section, which led to the content of this article, and a historical part that makes visible the continuities and disruptions of migratory movements.This anthropological research, which essentially has a qualitative nature, comprised two inseparable aspects. On the one hand, we questioned the motivations behind the ever-increasing number of migrants settling over the past two or three decades in 14 villages situated in the Bagnes and Entremont valleys, as well as a commune in the Rhône plain, and the way in which they have managed to become “social actors” and put down roots in their respective communities. On the other hand, our study raises the issue of the perpetual recomposing of mountain societies, still often perceived – or promoted – as entities that are rather homogeneous, authentic and specific. In other words, our survey is situated at the intersection between individual and collective identities.

    The article analyses the recent status and development of permanent inhabitants and second homes in the UNESCO World Heritage (WH) Dolomites area in the Italian Alps. First, the results show that a growth of permanent population is ongoing selectively in the urban and periurban areas, confirming earlier research in the Alpine arc and showing that agglomeration advantages are taking place. Second, the results show that these processes are parallel to a shifting use of second homes, announcing a transformation from an export-based to a residential economy in which second homes seem not to be homogeneously complementary to the tourist sector. Third, the Dolomites are not a homogenous region: despite the joint application process for WH site involving five provinces, demographic and economic differences can be highlighted along the provincial borders. This proves that demographic development is strongly path- dependent and conditioned by institutional settings and legislation. Therefore, ongoing strong agglomeration advantages and institutional differences are more decisive for the economic and demographic transformation in the Alps than single strategies carried out by local tourism consortia or enterprises. This brings to a relativization of the emerging debate about new migrants: regions with stable economic structures profit by gaining permanent residents, while regions with declining structures up to now attract mainly multilocal residents.
