L'économie européenne est vulnérable par sa dépendance extérieure, par son infériorité technologique face aux Etats-Unis et au Japon, par l'apparition de nouveaux concurrents. Elle doit affronter inflation et chômage, au moment où les pays industriels doivent s'adapter aux changements de la demande et aux innovations technologiques. Cette adaptation exige une politique sociale dynamique, notamment quant aux problèmes d'emploi. Elle oblige à dépasser le cadre des Etats, pour donner à la politique industrielle une dimension internationale. Ce qui suppose un renforcement des limites européennes. Industrial reshaping and society, by François Duchêne
European economy is vulnerable because of its dependence on others, its technological inferiority to the United States and Japan and the appearance of new competitors. It has to face inflation and unemployment at a time when industrialised countries must adapt themselves to changes in demand and to technological development. This adaptation requires a dynamic social policy, especially where unemployment problems are concerned.
