Au mythe de l'Amérique superpuissance invincible est en train de se substituer un autre mythe, celui d'une Amérique impuissante et incapable. Les Etats-Unis ont bien surmonté le "traumatisme vietnamien" et le scandale du Watergate, même s'ils demeurent l'un des pays les plus difficiles à gouverner, ce qui ne manque pas d'avoir des conséquences négatives sur l'élaboration de leur politique étrangère. Le processus d'"élaboration des décisions" est particulièrement lourd, et le président Carter lui-même velléitaire et trop sûr de son bon droit a encore aggravé les inconvénients du système. Mais à côté d'échecs dont le plus spectaculaire a été l'Iran, la diplomatie du président Carter a connu des grands succès dont la politique américaine au Proche-Orient. Le choc de l'invasion a permis au Président de prendre la tête du r"éveil américain". La sécurité de l'Europe reposait depuis une quinzaine années sur deux éléments : la protection américaine et des relations relativement détendues avec Moscou. Cette combinaison valable dans un contexte de stabilité globale devient contradictoire en période de tension internationale. Si les Etats-Unis continuaient à se durcir tout en s'isolant, l'alliance américaine pourrait aux yeux des Européens, cesser d'être un atout pour devenir une gêne. The United States During a Challenging Period, by Michel Tatu
The myth of the invincible American superpower is being transformed into another myth, that of a weak and incapable America. The United States has overcome the "trauma of Viet Nam" and the Watergate scandal even though it still remains one of the hardest nations to govern. This has negative consequences on the creation of its foreign policy. The decision-making process is particularly unwieldy, and President Carter who is indecisive and too sure of the legitimacy of his acts has aggravated the disadvantages of the system. But apart from failures, the most spectacular of which being Iran, President Carter's diplomacy also led to successful outcomes such as the American Middle East policy. The shock of the invasion allowed the President to take the lead in the American "reawakening". For fifteen years, European security rested on two elements: American protection and relatively relaxed relations with Moscow. This combination is valid in a context of global stability and become contradictory in a period of international tension. If the United States continues to hold a hard line position while further isolating itself, the American alliance could cease to be advantageous for Europeans, becoming bothersome instead.
