La doctrine du Parti socialiste français en matière de coopération avec le Tiers-Monde est-elle cohérente et praticable ? L'examen des fondements politiques, économiques et éthiques de cette doctrine permet de montrer qu'elle fait partie intégrante de la "théorie" socialiste française ; elle ne se réduit aisément à aucune école économique bien définie ; elle est nourrie de considérations morales. La présentation de la portée de cette doctrine, en ce qui concerne l'édification d'un nouvel ordre international et l'établissement de nouvelles relations bilatérales entre la France et les pays du Tiers- Monde, révèle une pensée nuancée qui n'est pas exempte de lacunes et de contradictions. Pour résoudre ses contradictions et échapper à l'irréalisme la doctrine du Parti socialiste devra être complétée et précisée par une réflexion économique, juridique et de gestion des projets complexes de coopération industrielle internationale. The French Socialist Party and cooperation with the Third World, by Jean Touscoz
Is the doctrine of the French socialist Party upon cooperation with the Third World coherent and feasible? Examining the political, economic and ethic bases of this doctrine, we discover that it is part and parcel of the French Socialist "theory". It is not easily reduced to any definite economic school and is fed with moral considerations. Presenting the full implications of this doctrine, concerning the construction of the new economic order and the establishment of new bilateral relations between France and the Third World, the author reveals a full light and shade thought with blanks and contradictions. To resolve these contradictions and avoid irrealism, the doctrine of the French Socialist Party will have to be completed and defined more accurately by a study on economic and legal problems and on the management of complex international industrial cooperation projects.
