Une nouvelle politique pour le monde arabe, par Fouad Ajami
Le retrait du Sinaï marque le début d'une nouvelle phase du conflit israélo-arabe, la quatrième. Elle sera dominée par le problème de l'avenir de la Cisjordanie et de Gaza. Face à un Israël obsédé par sa sécurité nationale, militaire et économique, déterminé à rester sur place, les Arabes doivent mettre en place un système inter-étatique viable qui puisse : appuyer les revendications palestiniennes sur la Cisjordanie et Gaza et faire disparaître les entraves imposées aux Palestiniens par la politique inter-arabe ; rallier un consensus suffisamment emprunt de légitimité pour résister aux éléments arabes encore incapables d'accepter le compromis historique entre Israéliens et Palestiniens ; s'accommoder d'un retour de l'Egypte dans le grand courant arabe dans le contexte d'un consensus arabe restauré. New Policy for the Arab World, by Fouad Ajami
The withdrawal from Sinai marks the beginning of new, fourth, phase in the Israeli-Arab conflict. This one is dominated by the problem of the future of the West Bank and the Gaza Strip. Faced with an Israel obsessed by its military and economic security and determined to retain the captured territories, the Arabs must develop a degree of inter-state cooperation effective in supporting the demands of the Palestinians in the West Bank and Gaza and in removing the constraints imposed on the Palestinians by inter-Arab conflict. It must produce a sufficiently legitimate consensus to promote acceptance of a historic compromise between Israelis and Palestinians and to bring Egypt back into the Arab fold.
