Depuis 1975, l'Angola a été aux prises avec une interminable guerre civile ou plutôt incivile, impliquant à la fois, en dehors des Angolais eux-mêmes, l'Afrique du Sud, l'URSS, Cuba et leurs auxiliaires de l'Allemagne de l'Est, et enfin les Etats-Unis. L'accord conclu à Genève le 15 novembre 1988 et signé aux Nations Unies, à New York, le 22 décembre, entre Américains, Cubains, Angolais et Sud-Africains en vue du rapatriement des 55 000 militaires cubains installés en Angola et de la décolonisation de la Namibie est un événement historique. Il est particulièrement instructif par ce qu'il signifie — la réalité des nouveaux rapports de force dans la région et dans le monde — et par ce qu'il annonce — une véritable redistribution des cartes autour et à propos de l'Afrique du Sud. Endgame in Southern Africa, by Pierre Mayer
Since 1975, Angola has been in the throes of an unending internationalized « civil » war which involved ail at once, and besides the Angolans them-selves, South Africa, the USSR, Cuba, and their East German auxiliaries, as well as the United States. The agreement concluded in Geneva on 15 Novem-ber 1988 and signed at the United Nations in New York on 22 December by the Americans, the Cubons, the Angolans, and the South Africans providing for the withdrawal of 55,000 Cuban military personnel from Angola, and for the decolonization of Namibia is a historié event. The agreement is particularly instructive in its significance — the advent of new balances of power in the région and in the world — as well as in what it forecasts — a thoroughly new deal on and around South Africa.
