Résumé The French policy of public works 1929-1939 How far was it Keynesian ? Pierre Saly The French policy of public works in the thirties claimed to provide the unemployed with labour. ~Was it keynesian before Keynes ? By no means. First because it was not based on additional budget spending on investment and was nothing but expenditures that would have been done anyway. Second because thé net amount of money spent on such plans was quite small and did not create increases in spending out of savings. Could it have been otherwise ? It is doubtful as far as the branch of public works was and still is a very small one in industry, poorly located in the network of the input-output structure. As to the multiplier, if it does exist, its effect cannot be estimated from the évidence of contemporary sources. (The analysis is concerned with expenditures only).
