En juillet 1974, le gouvernement français annonce la suspension provisoire de l'immigration.
Cette mesure, jamais remise en cause pendant près de trente ans, offre l'exemple type d'une décision qui
a été érigée en « tournant », en point de rupture d'une politique publique. En revenant sur les interactions
qui se sont nouées autour de cette décision, cet article pose trois séries de questions à la délimitation
aussi unanime d'un « turning-point » dans la politique d'immigration française. Peut-on faire de la « crise
économique » le facteur déterminant d'une décision localisée dans l'appareil bureaucratique ? Quelle est
la bonne focale à adopter et jusqu'où le chercheur doit-il remonter dans le temps pour expliquer une
décision ? Enfin, dans quelle mesure la décision peut-elle être en elle-même un enjeu de luttes au sein

1974 and the Closing of French Borders.
Critical Analysis of a Decision Erected as a Turning Point
In July 1974, the French government announced the temporary suspension of immigration. Never
questioned over the following thirty years, that measure, publicized as a breaking point, was typical of the manner political scientists usually recount public policies. As we examine the interactions that developed over this decision, this article will reconsider the consensus on the existence
of a real “turning point” in the French immigration policy through three different questions. Was
the “economic crisis” the critical factor in a decision founded in the bureaucratic machinery? What
distance should be adopted and how long ago should a researcher go to explain a decision? Finally,
