La rupture annoncée dans la campagne victorieuse de Barack Obama ne sera pas totale en matière de politique étrangère. Certes, après le dévoiement irakien, la lutte contre Al-Qaida et contre le retour en force des talibans devrait replacer l'Afghanistan et le Pakistan au rang des nouvelles priorités présidentielles. Mais l'inflexion a déjà été engagée après le départ de Donald Rumsfeld du Pentagone, et une partie des personnalités clés en matière de défense, Robert Gates, l'amiral Mullen, le général Petraeus, resteront aux affaires sous la nouvelle présidence. Si l'époque du «tout militaire» est révolue, reste à savoir si l'hypothèse de négocier avec une partie des talibans pour les dissocier d'Al-Qaida est la bonne, et si le grand jeu diplomatique envisagé entre l'Afghanistan, le Pakistan et l'Inde et les voisins de cette zone troublée pourra vraiment s'engager. The «Long War» and the Afghan-Pakistani Issue A leitmotiv of the Obama's presidential campaign, «change» will not be a complete one in foreign policy. Indeed, after the diversion in Iraq, the struggle against al Qaeda and the revival of the Taleban will enlist again Afghanistan and Pakistan in the President's priority list, but the inflexion has already been engaged after the departure of Donald Rumsfeld from the Pentagon. Key personalities in the field of strategy, such as Robert Gates, Admiral Mullen and General Petraeus will remain on board under the new President. The emphasis on the «military only» is over, but it remains to be seen if the policy of negotiating with a section of the Taliban in order to dissociate them from al Qaeda will work, and if the great diplomatic game visualised with Afghanistan, Pakistan, India and their neighbours will be effectively implemented.
