De tous les éléments composant la doctrine du Homeland Security, qui a comme objectif primordial la protection du territoire états-unien contre toute menace et en particulier contre la menace du terrorisme transfrontalier, la sécurité frontalière est celui qui illustre le mieux le type de paradoxes que le président Obama et le secrétaire de ce département, Janet Napolitano, devront affronter. Le concept de sécurité frontalière a permis de fusionner toutes les agences qui s'occupent de la frontière dans une seule entité et les a regroupées selon un critère géographique, la zone frontalière. Ainsi, il a créé un lien discursif et administratif direct entre la menace terroriste transfrontalière et l'immigration économique, qui entre en contradiction avec la tonalité des discours du nouveau président et qui a un impact négatif sur la population américaine d'origine «latino». Ce groupe a en effet vécu directement les conséquences de ce durcissement de la politique de sécurité des frontières et de la montée en puissance d'un discours qui voit dans chaque immigrant (avec ou sans papiers) un «terroriste en puissance».Toutefois, ce discours n'est pas non plus simple à abandonner complètement, en raison du risque stratégique des nouveaux attentats terroristes et du risque pour le président Obama d'être perçu comme laxiste en matière de sécurité. Rodrigo Nieto Gómez, The Homeland Security Dilemma for the Obama administration: what prospects for border security enforcement and administration? The Homeland Security doctrine aims at protect the US territory against any threat and most particularly cross-border terrorism. Among the many dimensions of this doctrine, the issue of border security is probably the best illustration of the paradoxes facing the new Obama administration and Secretary of the Homeland Security Department Janet Napolitano. The concept of border security was used to merge all the agencies in charge of the border into one single entity, according to a geographic criteria, the border area. It therefore created a discursive and administrative link bet -ween potential cross-border terrorism and economic immigration which is in complete contradiction with the new President's posture and had a very negative impact on the Latino population in the U.S.. The reinforcement of border security along with the perception that every immigrant – whether documented or not – is potentially a terrorist had major consequences for the Latino population. However, the new administration can't easily move away from this position because of the strategic risks of new terrorist attacks and the political risk for President Obama to be perceived as weak on security.
