La signature de l'accord quadripartite sur Berlin, le 3 septembre 1971, a été l'un des premiers succès de la Détente en Europe au début des années 1970. Les grandes étapes de la négociation entre les États-Unis, la Grande-Bretagne, la France et l'URSS qui a rendu possible la signature de cet accord sont connues. Cet article s'intéresse plus précisément à la manière dont la République fédérale d'Allemagne a été étroitement associée à la négociation du côté occidental, par l'intermédiaire d'une structure informelle : le « groupe de Bonn ». Ce groupe de diplomates était chargé de coordonner au quotidien la stratégie des puissances occidentales dans la négociation, en tenant compte de l'avis des représentants de la République fédérale. Son efficacité remarquable lui a permis d'être le véritable échelon « opérationnel » de la négociation du côté des Occidentaux. The signature of the quadripartite agreement on Berlin, on the third of September 1971, was one of the first successful results of Détente in Europe in the early 1970s. The turning points of the negotiation between the USA, Britain, France and the USSR that made this signature possible are well known. This article focuses particularly on the way the Federal Republic of Germany was involved in the negotiation from the Western side, through an informal structure, the « Bonn group ». This group of diplomats was responsible for coordinating the daily strategy of the Western powers in the negotiation, taking into account the views of the agents of the Federal Republic. Its remarkable efficiency enabled it to be the true « operational » level of the negotiation on the Western side. We will question the impact of this group on the final results of the negotiation.
