LA CRISE D'UN RÉGIME LIBÉRAL-DÉMOCRATIQUE : L'ITALIE, par LUIGI GRAZIANO
L'examen du rôle du clientélisme dans la société italienne met en lumière la faiblesse des partis, surtout de la DC, comme instrument de médiation générale entre la société et l'Etat. Pour comprendre les carences structurelles qui sont à la base de la crise italienne, la définition du système politique en termes fonctionnalistes n'est pas d'un grand secours car elle ne précise pas le rôle des agents historiques du développement (le marché, l'Etat, les partis). D'où la nécessité d'une nouvelle définition du système politique comme une formation historique qui se développe dans la mesure où elle se crée ses structures propres (administration, classe politique, etc.). Dans la mesure aussi où ces structures et ces institutions sont prêtes à intervenir par une action d'intervention politique pour remédier aux principaux clivages (territoriaux, sociaux, etc.) de la société civile. C'est ainsi que l'Etat s'émancipe de la société civile et se construit une base propre de légitimité.

THE CRISIS OF A LIBERAL-DEMOCRATIC REGIME : ITALY, by LUIGI GRAZIANO
A study of the role of « clientelism » in Italian society illustrates the weakness of the parties, particularly the Christian Democrats, as instruments of general mediation between society and the State. To define the political system in functionalist terms is not a great help in understanding the structural failings at the origin of the Italian crisis, because such a definition does not explain the role played by the historic instruments of development (the market, the State, the parties). Whence the need for a new definition of the political system as a historic formation which develops inasmuch as it creates its own structures (administration, political class, etc.), and its own institutions (mass suffrage, compulsory education, etc.) ; inasmuch also as these structures and institutions are ready to intervene with political action in order to remedy the main cleavages (territorial, social, etc.) in civilian society.
