?L'ÉLARGISSEMENT VERS LE SUD DU MARCHÉ COMMUN AGRICOLE : UN PAS EN AVANT, DEUX PAS EN ARRIÈRE, par HÉLÈNE DELORME et LAURENCE TUBIANA
Pour l'agriculture, la nécessité de reporter l'élargissement vers le sud au terme d'une longue période de transition semble faire l'objet d'un large consensus. Les autorités commu- nautaires justifient ce choix en faisant valoir qu'un élargissement immédiat se traduirait par un renforcement explosif de l'opposition nord-sud qui trouble déjà l'existence de la CEE. Cependant les principales réformes que la CEE s'attache à mettre en œuvre pendant la transition montrent que ce discours de l'intégration fonctionne concrètement comme un instrument de gestion de l'hétérogénéité : ces réformes cherchent à consolider le compromis existant en stabilisant les écarts qui prévalent dans chaque branche, région et pays de la CEE, entre les multiples agents qui participent à la production, commercialisation et transformation des produits agricoles. Il convient dans ces conditions de s'interroger sur la pertinence politique de la remise de l'élargissement vers le sud.

EXPANSION OF THE AGRICULTURAL COMMON MARKET TOWARDS THE SOUTH : ONE STEP FORWARDS, TWO STEPS BACKWARDS, by HELENE DELORME and LAURENCE TUBIANA
As far as agriculture is concerned, there seems to be a broad consensus about the necessity of postponing expansion towards the South until the end of a long transition period. The Community authorities justify this choice by pointing out that an immediate enlargement would have an explosive impact on the opposition between North and South which is already disturbing the existence of the EEC. However, the main reforms which the EEC is endeavouring to implement during the transition period show that this integration argument functions in reality like an instrument for administering heterogeneity ; these reforms are intended to consolidate the existing compromise by maintaining the disparities which prevail in each branch, region and country of the EEC between the many transactors involved in producing, marketing and processing agricultural products. In view of these factors, it is reasonable to question the political expediency of postponing expansion towards the South.
