POUVOIRS SUR LA VILLE : LES « MACHINES » DE ROCHESTER (NEW YORK), par PHILIPPE DRESSAYRE
L'évolution du pouvoir politique dans les municipalités américaines a été particulièrement frappante en un demi-siècle. Une réorganisation technocratique substitue aux anciennes « machines » partisanes de nouvelles « machines » bureaucratiques dont le fonctionnement échappe au contrôle local et tend à renforcer le pouvoir des grandes entreprises et du gouvernement central sur l'unité urbaine. Sous leur pression de plus en plus coordonnée et cohérente, une élite technocratique s'empare des municipalités. La structure politique des cités d'Outre-Atlantique en est ainsi profondément modifiée. Dans l'analyse de cette stratégie urbaine appliquée à une ville « typique » comme Rochester, on constate combien, au plan local, le mouvement de centralisation modifie les contours du fédéralisme américain.

URBAN POWERS : THE " MACHINERY " IN ROCHESTER (NEW YORK), by PHILIPPE DRESSAYRE
The growth of political power in American municipalities has been particularly striking during the past half-century. Technocratic reorganisation is replacing the former partisan " machinery " with new bureaucratic " machinery " whose functioning escapes local control and is tending to increase the power of large enterprises and of central government over the urban unit. Increasingly co-ordinated and coherent pressure on their part is placing municipalities in the hands of a technocratic elite. In this way, the political structure of large towns in America is being profoundly altered. In an analysis of this urban strategy applied to a " typical " town such as Rochester, it is apparent how much the trend towards centralisation at local level is changing the outline of American federalism.
