	Résumé	(100 responsables interviewés) permet d'analyser la mise en place du premier acte concret de la réforme: la signature de conventions entre l'Etat et le Conseil général. Entre autres choses, les effets indirects paraissent plus significatifs que l'impact immédiat, notamment une centralisation du pouvoir départemental autour de la fonction de président du Conseil général, et une redistribution des enjeux au sein de l'appareil administratif local de l'Etat. 	Résumé anglais	The aim of the French socialist government's decentralization policy, launched in 1981, is to redefine the relations between the State and local authorities. To what extent has this policy really rnodified the political-administrative management of the country ? A greater integration of lower officials by higher ones and by the parties might be one result. The State puts financial burdens on local authorities. The region's place is not clear. A 1982 study of six departments (100 officials interviewed) allows an analysis of the first concrete act of the reform : the signing of conventions between the State and the Conseil general. The indirect effects seem more significant than the immediate impact, in particular a centralization of departmental power around the office of the président of the Conseil general, and a redistribution of the stakes within the local administrative apparatus of the State. The results thus appear more ambiguous than suggested by the legislator's optimism. Source : Éditeur (via Persée)
