Conceivable for a ceremonial-type magistracy, the 7-year presidential mandate no longer corresponds to France's institutions. It is a guarantee neither of efficiency nor of stability. Conscious of the danger, Georges Pompidou tried in 1973 to reduce the presidential mandate to five years, but had to give up his plan when he found he would not muster the required majority in the Congress (joint session of the Senate and the National Assembly). This reform, doser to the presidential style of the regime, was not devoid of interest. Ten years after the aborted attempt to institute a 5-year mandate, the arguments then used are still valid.
