L'article aborde l'évolution de la Commission à travers l'analyse longitudinale des politiques publiques destinées à améliorer la cohésion économique et sociale en Europe : les fonds structurels. En engendrant l'établissement et l'entretien de configurations différenciées d'acteurs communautaires, nationaux et locaux, la traduction de ces fonds en actes implique une activité intense de la part de la Commission. Son intervention dans ce domaine est ici synthétisée en termes de modèles, l'article étant construit autour de l'hypothèse qu'un premier modèle d'institutionnalisation délibérée a émergé progressivement au cours des années 1970 et 1980. Depuis le début des années 1990, toutefois, les modes d'intervention de la Commission ont connu une mutation si importante qu'elle semble représenter un véritable changement de modèle. The European commission and the structural funds : toward a new model of action ?
This article presents a study of the changing position of the Commission through the longitudinal analysis of the public policies designed to attain the goal of greater social and economic cohesion within Europe : the structural funds. By giving rise to the establishment and the maintenance of differentiated configurations of Community, national and local actors, the translation into action of these funds involves intense activity on the part of the Commission. Its way of operating in this field is synthesized here in terms of models. Indeed, the article is constructed around the hypothesis that an initial model of purposeful institutionalisation progressively emerged over the 1970s and 1980s. Since the beginning of the 1990s, however, the Commission's modes of operating have undergone a change which is so significant as to merit being analysed as a change of model.
