Henri Levy-Bruhl : Political Offences. Research Towards a Definition.
Criminologists appear to have some difficulty defining political offences and distinguishing them from so-called common law infractions. It is important however to differenciate them, for they are treated differently in many ways. The former are not committed in a lucrative or personal intention, nor are they infamous. Although liable to the severest sentences, their authors enjoy certain privileges, among which, exemption from extradition if the crime is committed abroad. The distinctive criterion of political offences is their ideological and disinterested character, but they loose their specific character and the advantages attached to them when the means employed to reach their aims deeply shock the sensibility of the social group.
