Depuis le milieu des années 1970, la balance migratoire de la Grèce est devenue positive. Ce retournement n'est pas dû seulement au retour des émigrés grecs d'Europe et d'ailleurs, mais aussi à l'entrée en Grèce d'immigrés étrangers. Si, jusqu'à la fin des années 1980 cette immigration est encore faible, l'ouverture des pays de l'Est a sensiblement amplifié et rendu plus complexes les mouvements.
Pour décrire les migrations qui concernent la Grèce, on peut envisager son territoire comme un espace de travail, de circulation, d'installation pour les citoyens originaires de la C.E.E. et pour les immigrés des pays tiers, légaux et clandestins. Mais on peut aussi l'envisager comme un espace de retrait, de refuge ou de transit pour les réfugiés et demandeurs d'asile et pour les personnes appartenant aux minorités hellénophones.
Après avoir présenté les différents courants, on a tenté ici une approche statistique du phénomène et une présentation des effectifs par pays d'origine, ainsi qu'une appréciation globale de l'importance économique et sociale que revêtent ces mouvements migratoires pour la Grèce. Enfin on reviendra sur le rôle de l'Etat grec dans l'évolution de ces phénomènes et sur les contraintes et pressions qui s'exercent sur lui en cette période de construction d'une politique migratoire. Since the middle of the 70 's the migration balance of Greece has become positive. This in not only due to the return of Greek emigrants from Europe andfrom other countries, but also to the entrance of foreign immigrants in Greece. Whereas until the end of 80's this immigration had still been meager, the opening of the Eastern Europe countries has considerably amplified and even complicated this movement.
In order to give an account of the migrations related to Greece, the Greek territory can be characterized by several attributes that account for the way in which a certain form of migration has been understood in relation to this country. Therefore, Greece can be spoken of, not only as a space of work, circulation, settlement, especially for the citizens of the EEC and for clandestine immigrants, but also as a space of retirement, retreat and transit, whether for refugees or for people belonging to a Greek minority.
Following this presentation of the different movement, we will attempt a statistical approach of the migratory phenomenon as well as a presentation of the figures for each country of origin, and a global appreciation of the economic and social importance of these migratory movements for Greece.
In our conclusion we will return to the role of the Greek State in this migratory phenomena as well as the constraints and pressures exerted during this time in which a migratory policy is being designed. Source : Éditeur (via Persée) |
