La question de la stabilité gouvernementale est analysée sous la forme d'une chronique des crises successives qui ont marqué la législature 2007-2010. Pendant six mois, il s'est avéré impossible de constituer un gouvernement en raison des divergences profondes existant entre francophones et Flamands sur la manière de réformer l'État. Au nord du pays, un approfondissement du fédéralisme est vivement souhaité alors qu'au sud la tentation de maintenir un statu quo institutionnel prédomine. Dans la suite de la législature, ce contentieux a encore, à plusieurs reprises, fragilisé le gouvernement au point de provoquer sa chute en avril 2010. L'instabilité politique n'est donc pas inhérente au régime politique belge, mais est la conséquence d'une absence de consensus national sur ce que doit être l'évolution des institutions. History of a Cursed Legislature. Reflexions on the Political Instability of Belgium The question of government instability is analyzed through an account of the successive crises that have affected the 2007-10 Legislature. For six months, it proved impossible to form a government because of the deep differences between the French-speaking and Flemish groups regarding state reform. In the North of the country a strengthening of Federalism was strongly desired while in the South the temptation to maintain the existing status quo predominated. In the following months, on several occasions this dispute further undermined the government and eventually led to its fall in April 2010. Political instability is therefore not inherent in the Belgian political system, but rather the consequence of the lack of a national consensus about the evolution of the institutions.
