Après les élections de 1999, le Niger croyait être entré dans une période de stabilité politique. Mais la mauvaise gestion des anciens rebelles après les accords de paix qui avaient mis fin au précédent conflit et les fragilités de la démocratie nigérienne ont conduit à une nouvelle rébellion touarègue. Le mouvement d'aujourd'hui s'appuie sur la frustration des anciens combattants et sur les faiblesses de l'armée pour contrôler le nord du pays. Alors que de nouveaux enjeux économiques et écologiques apparaissent, la crispation autoritaire du président Tandja ainsi que l'instrumentalisation des acteurs étrangers par les deux parties au conflit accentuent les risques d'embrasement. Niger caught between two fires. The new Tuareg rebellion confronts Niamey After the elections of 1999, Niger thought it had entered an era of political stability. However, poor management of relations with former rebels following the peace accord which ended the conflict that had pitted members of the Tuareg community against the government in the 1990's, combined with the fragility of the country's democracy, led to a new Tuareg rebellion. This rebel movement builds on the frustration of ex-fighters and on the weakness of the army in the Northern part of the country. An authoritarian turn on the part of President Tandja, as well as manipulation of foreign actors by both the government and the rebels, increase the risks of unrest, while new economic and environmental hurdles appear.
