Il faut donc d'abord interroger la conception instrumentale de l'État qui reste au cœur du discours politique sud-africain et mettre l'accent sur la dimension politique associant une certaine conception de la gouvernance avec la modernité. New Futurists : Transforming State Machines Efforts to « transform » the State have formed a critical part of the project of post-apartheid social engineering. Evaluating the SA State's record in « transforming » itself presupposes an analytically prior question : what does it mean to « transform » a state ? Is the problem of « transforming » the state a technical difficulty (relating to capacity, to human resources, to finances), a political problem (of representation, of democratization) or does the limits to transformation testify to another sort of limit : that the « state » to which the practice of « transformation » refers is more the place of a sign than a concrete thing.
