Dans un pays qui a déjà connu plus d'une douzaine de textes constitutionnels, comment interpréter ce regain de ferveur constitutionnaliste? Trois ans après que le pouvoir a été conquis par les armes, il semble que ce projet constitutionnel consacre le retour à un présidentialisme renforcé et à une personnalisation du pouvoir qui dénotent une nostalgie du système monopartisan. Congo-Brazzaville At a time when « national dialogue » seems possible, the Congo is about to adopt a new constitution. In a country that has already gone through a dozen constitutional texts, one wonders how this last constitutional fervor should be interpreted. Three years after political power was taken by arms, it seems that tahe constitutional project signals the return of a strengthened presidential system and the personalization of power, which smacks of nostalgia for the single-party state.
