The Ups and Downs of Extraversion: The Ugandan Strategy In just a few years, Uganda has emerged as a powerful regional actor. And yet the government's strategy of extraversion coud prove destabilizing for the Museveni regime. Uganda's increasing involvement in the Congolese conflicts has resulted in the remilitarization and informalization of power, which does not bode well for the democratic future of the country.
