L'objectif de notre article est de proposer une méthodologie de diagnostic des effets autoroutiers sur le développement local, reposant implicitement sur une approche territoriale, plaçant l'acteur au centre de la relation. Cette approche se veut plus prudente car elle est construite directement sur les stratégies et anticipations des acteurs locaux. Dans ce contexte, les effets d'une infrastructure autoroutière sont examinés à l'aide de trois variables centrales : d'une part, la perception des acteurs, d'autre part, leur capacité d'anticipation et enfin et surtout leur degré d'organisation et d'appropriation de l'ouvrage en tant qu'impulsion d'initiatives innovatrices. C'est de ce fait, une réelle approche de diagnostic territorial qui est proposée, reposant sur une analyse systématique de l'implication des acteurs, de leurs actions et des soutiens qu'ils reçoivent auprès des institutions. Innovative Milieux and Resource Implementation of New Highways The aim of this paper is to propose a methodology for the diagnosis of highway effects on local development, based on an implicit territorial approach, placing the actor at the centre of the relationship. This approach takes care to attend directly to the strategies and expectations of local actors. In this context, the effects of highway infrastructure are examined using three central variables: first, the perception of actors, then, their ability to anticipate and finally their degree of organization and control of the work in terms of leading into further innovative initiatives. It is thus a real territorial diagnostic approach which is proposed, based on a systematic analysis of the involvement of actors, their actions and the support they receive from institutions.
