L'objet de cet article est d'analyser la manière dont les émeutes urbaines de novembre 2005 ont constitué une fenêtre d'opportunité politique pour entamer une réforme du système d'orientation scolaire. Les auteurs étudient en premier lieu le processus de mise à l'agenda de la question de l'orientation. Dans une seconde partie, ils décrivent les différentes étapes du processus décisionnel ayant abouti à la loi de novembre 2009 réformant la formation professionnelle et l'orientation et analysent la nature des changements opérés par sa mise en œuvre. The reform of educational and vocational guidance This article sets out to analyse the way in which the urban riots of November 2005 created a window of political opportunity to initiate a reform of educational and vocational guidance. The authors begin by studying the way in which the question of guidance was programmed. Secondly, they describe the different stages of the decision-making process that led to the law of November 2009 reforming vocational training and guidance, and analyse the nature of the changes brought about by its implementation.
