Aux débuts des années 70, l'immigration de travail atteint son pic en Europe de l'Ouest. Face à d'immenses problèmes sociaux, à la fois la Commission et les États ont réalisé qu'une solution efficace aux problèmes migratoires ne se trouverait que dans la coopération et l'échange. Cet article décrit les efforts de la Commission pour s'afficher comme un acteur dans les politiques d'immigration en harmonisant les politiques nationales d'immigration. Partant du principe que les États ne veulent pas transférer leur souveraineté dans ce domaine, cet article analysera comment ils prirent leurs avancées comme action concertée et réduisirent à néant les efforts de la Commission. In the early 1970s labour immigration to Western Europe reached its peak. Facing enormous social problems, both the European Commission and the nation states realised that an effective solution to migration problems could only be found in cooperation and exchange. The article describes the Commission's efforts to establish itself as an actor in the realm of immigration politics by concerting national immigration policies. Arguing that the states did not want to transfer their sovereignty in this field this article analyses how they took their own steps for concerted action and let the Commission's efforts fail.
