Suite aux dernières vagues d'élargissement, de récentes publications, scientifiques comme journalistiques, ont indiqué une baisse de la direction franco-allemande au sein de l'UE. Cependant, depuis les débuts de la crise financière et économique, le Conseil européen – y compris le tandem franco-allemand – est revenu au centre de tous les processus de prise de décision importants dans le système de l'Union européenne.Cet article évalue le rôle du tandem franco-allemand au sein du Conseil européen par l'analyse des nouvelles dispositions du traité de Lisbonne et leur impact sur l'Allemagne et la France. Nous soutenons que les dispositions de Lisbonne n'ont pas eu un effet considérable sur l'axe franco-allemand. Néanmoins, le glissement vers une prise de décision intergouvernementale pendant la crise économique et financière, a renforcé la position des principaux hommes politiques français et allemands au sein du Conseil européen. Due to latest enlargement rounds, recent scientific and journalistic publications have pointed to a diminishing Franco-German tutelage in the EU. However, since the outbreak of the financial and economic crisis the European Council—and within it the Franco-German tandem—was put again in the centre of all major decision-making processes in the EU system. This article assesses the role of the Franco-German tandem in the European Council by analysing the new provisions of the Lisbon Treaty and their impact on France and Germany. We argue that the Lisbon provisions did not have a major effect on the Franco-German axis. But beyond that, the shift to intergovernmental decision-making in the financial and economic crisis has strengthened the position of French and German top politicians in the European Council.
