La Roumanie est un État en transition, et elle a dû faire face a des réformes difficiles afin de devenir un membre de l'Union européenne. La Politique régionale européenne et le processus de régionalisation se sont opposés à un centre politique fort et une administration centralisée en Roumanie. La pression du processus d'intégration européenne a entraîné la création d'une structure régionale artificielle, sans décentralisation de fait des processus de prise de décision aux régions. L'émergence de régions susceptible d'évoluer en acteur fort à l'intérieur du système de gouvernance multiniveau européen est un processus qui doit encore être ajusté. Romania is a state in transition and it had to deal with difficult reforms in order to become a member of the European Union. The Regional policy of the EU and the process of regionalization have challenged the strong political centre and the centralized administration of Romania. The pressure of the European integration process has triggered the creation of an artificial regional structure, without de facto devolution of decision-making processes to the regions. The emergence of Romanian regions able to evolve into strong actors within the European multilevel governance system can still be adjusted.
