L'analyse de l'européanisation de la politique française en Méditerranée constitue le thème principal de cet article qui aborde également la dynamique du couple franco-allemand en politique étrangère. En considérant simultanément les relations bilatérales à travers trois Présidents de la République et la politique méditerranéenne de la France au niveau européen, il est possible d'observer que les deux dimensions co-existent et que la politique étrangère française est tombée dans une « dépendance au sentier » particulièrement marquée pour le Maghreb, alors que la politique envers la Turquie semble s'améliorer. L'européanisation se vérifie dans ses deux dimensions : ‘bottom-up' où la France se présente particulièrement comme un ‘policy-shaper' et un ‘policy supporter' et ‘top down' où elle assume la forme d'une ‘absorption' dans laquelle la logique européenne, orientée par l'Allemagne, a contré les projets de ‘refrancisation' de la politique européenne. The analysis of the Europeanisation of the French Mediterranean Politics is the main focus in this article where we also deal with the dynamics of the Franco-German couple in foreign policy. By looking simultaneously to the bilateral relations through three Presidents of the Republic and to the French policy for the Mediterranean at the European level, it is possible to notice that the two dimensions co-exist and that French foreign policy has fallen into a ‘path dependency,' particularly visible as far as the Maghreb is concerned whereas the policy towards Turkey seems to be improving. There is a Europeanisation in both directions: from a ‘bottom-up' perspective, France has appeared to be mainly a ‘policy shaper' and a ‘policy supporter'; and, from a ‘top down' direction through ‘absorption' where the European logic, driven by Germany, has countered the projects of ‘re-francisation' of the European policy.
