Durant la période 1950-1980, l'action conjointe d'acteurs privés et publics, sous la houlette de l'Administration centrale, a débouché en France sur la création d'une expertise nationale en matière de modélisation de déplacements urbains. Normalisée au début des années 1970, toujours par les pouvoirs publics, cette expertise a été massivement utilisée à travers le territoire national. Mais à partir des années 1980, on assiste à un retrait progressif de la puissance publique au profit de bureaux d'études privés, souvent d'origine étrangère, comme lieu principal d'expertise dans ce domaine de la modélisation. L'objectif de cet article est d'exposer les principaux éléments qui témoignent de l'importance croissante du secteur privé dans la modélisation des déplacements urbains en France et d'avancer une série de facteurs structurels qui ont pesé dans cette évolution. The modelling of intra-urban mobility in France since the 1980s, or the gradual domination of the private sector During the period from 1950 to 1980, the collaborative efforts of private and public actors, under the aegis of the French central state, resulted in the creation of national expertise in the field of the modelling of intra-urban mobility. Standardized in the early 1970s, thanks to the action of State agencies, this expertise was implemented massively throughout the nation. But from the 1980s on, one can witness the progressive withdrawal of the French State from this field, in favour of private consulting firms, often from abroad, which became the main repository of expertise in this modelling domain. The objective of this article is to provide evidence bearing out the increasing importance of the private sector in the modelling of intra-urban mobility in France, and to suggest a series of structural factors which have influenced this change.
