Sous la triple thématique de l'Etat responsable, de l'Etat stratège et de l'Etat social, l'on assiste à une certaine forme de retour de l'Etat dans la vie et la gestion de la collectivité -retour de l'Etat, mais d'un nouvel Etat qui, usant de techniques développées en particulier dans les dernières années du siècle passé, en renouvelle l'usage et, en en cumulant l'utilisation, lui donne la possibilité d'un nouvel essor et d'une nouvelle efficacité fondés sur le dialogue, toujours fragile, avec la Société civile.Résumé à l'intention des praticiensA l'encontre des thèses de vulgates trop complaisamment répandues sur la fin de l'Etat, l'observation de l'expérience française (mais l'existence de mouvements parallèles dans d'autres pays d'Europe n'est sans doute pas absolument fortuite) fait apparaître sous la triple thématique de l'Etat responsable, de l'Etat stratège et de l'Etat social, une certaine forme de retour de l'Etat dans la vie et la gestion de la collectivité -retour de l'Etat, mais d'un nouvel Etat dont les techniques d'actions et les efforts de réforme doivent être évalués dans la perspective qu'impose le fait pour l'Etat d'être à la fois le partenaire, le lieu et le garant d'un dialogue, toujours fragile, avec la Société civile. With regard to the triple thematic problem of the responsible Government, strategic Government and social Government, we are experiencing a certain kind of return of the Government in the life and management of the community – a return of the Government, but of a new Government, one which, using techniques developed, in particular, over the past few years of the last century, is renewing the customs of the Government, and, in cumulating the uses of the Government, represents an opportunity for a new economic recovery and a new effectiveness, based on dialogue with civil Society, a dialogue which is always fragile.Points for practitionersWith regards to thematic statements on the end of the Government – overly popularized and too complacently disseminated – observation of the French experience (although the existence of parallel movements in other European countries is no doubt not entirely fortuitous) is leading to the appearance, from the point of view of the triple thematic problem of the responsible Government, strategic Government and social Government, of a certain kind of return of the Government in the life and management of the community – a return of the Government, but of a new Government, one whose techniques of action and efforts at reform must be evaluated from a point of view imposed by the fact that the Government is at once the partner, place and guarantor of a dialogue, always fragile, with civil Society.
