Résumé anglais The Royer Act gave decision-making powers concerning the creation of large free-standing stores to bodies know as'commmissions départementales d'urbanisme commercial'. These commissions are composed of retailers and local councillors, and they can authorise or refuse new developments. The study of decisions made since 1974 has allowed the major features of the urban retailing policy of the C.D.U.C. for the department of the Rhône to be determined. The commission has generally adopted a restrictive attitude towards authorising developments, although it appears more understanding for small, specialised retailing projects than for creation of hypermarkets. Since 1985 this restrictive attitude has tended to be reinforced. Certainly, this policy has not prevented changes to the retailing system, but the Rhône appears as one of the country's most densely populated departments in which large free-standing store are the least developed.
