Nominal Rigidity and Fiscal Neutrality Property : A Test using French Data,
by Franck Portier.
This paper presents a theoretical and empirical study of fiscal neutrality property, simulating a monopolistic competition model using the estimation of a semi-reduced form on French data. Fiscal neutrality property is rejected in the short run and accepted in the long run. We then estimate the impulse responses to a permanent shock on the fiscal structure. According to the theoretical simulations, these impulse responses show a greater nominal rigidity in wages than in prices, leading to a significant loss in real wages when the shock consists of a VAT cut set off by a rise in income tax.
