A Mediterranean Equilibrium : Local ower between the State and Territory
The territory ensures the flexibility and duration of institutional and ideological forms that are related to a transhistorical local culture. It is the source of the autonomy of local from central power. Local power is exercised through mechanisms/institutions (organizations, political dynasties) that organize, filter and control, messages that are received and diffused, that control and dose what comes from the "outside".
