Le foncier est indispensable à la production de logements. En raison de leur échelle et de leurs moyens, les intercommunalités sont pertinentes pour mettre en place une politique foncière. Mais les communes considèrent l'action foncière comme leur domaine réservé. Cet article montre comment la communauté d'agglomération du Pays Voironnais (Isère) a progressivement pris position dans le jeu foncier local, d'abord à travers des interventions indirectes, puis en s'engageant dans la définition d'une véritable politique intercommunale. Promoting by Consensus a Land Policy Facilitating the Housing Policy in Pays Voironnais Housing production requires a facilitating land policy. In terms of size and financial means, French multi-municipal authorities are the relevant scale for dealing with land issues. However, municipal Councils remain reluctant. This paper presents a case study in a French multi-municipal authority, the Pays Voironnais (Isère, French Alps). Step by step, it entered into land management processes, first through indirect interventions. Today, the Pays Voironnais has the capacity to define a real multimunicipal strategic land policy.
