| Résumé |
Cet article part du constat selon lequel la gestion des territoires métropolitains est inter-organisationnelle. Dans la lignée de la sociologie de l'action organisée, il développe une approche systémique de l'action publique dans le cas d'un projet de réseau de transport métropolitain. Celui-ci implique une coopération entre le syndicat des transports, le conseil régional, plusieurs départements, une communauté urbaine et plusieurs communautés d'agglomération. En nous intéressant aux acteurs qui, concrètement, assurent le déploiement de ce projet, nous explorons les mécanismes qui rendent possible cette action collective entre des administrations autonomes liées par des interdépendances stratégiques fondées sur la distribution territoriale et sectorielle des compétences en matière de transport public et d'aménagement. Nous mettons ainsi en évidence l'inter-institutionnalité technique qui, à l'occasion d'actions opérationnelles, contribue à la construction métropolitaine. Source : Éditeur (via Cairn.info) |

Technical Inter-Institutionality at the Core of Metropolitan Construction The authors consider metropolitan areas as an inter-organizational issue. Within the pattern of organized action sociology, they develop a systemic approach of public action, in the field of metropolitan transportation networks. It involves cooperation between the metropolitan transportation authorities, regional government, several district governments (Départments), and many local authorities. They analyse the stakeholders who pilot this project, in order to highlight the mechanisms that make collective action possible among autonomous administrations, linked by strategic interdependencies based on territorial and sectorial distribution of public transport and urban development competencies.
